Janice Huffman presented Commissioners with a request to consider approving the Drug and Alcohol and Telecommuting Policy.

Chip Woods presented Commissioners with a request to consider a resolution posting weight limits on two bridges due to changes in the formula used to rate the bridges.

Motion: To Adopt Resolution 11-22, a Resolution Establishing a Weight Limit on Certain Bridges in Lyon County, Kansas. Martin/Peck 3-0

Ryan Janzen presented Commissioners with a request to consider the renewal for the ESRI contract.

Motion: To Approve the Renewal for the ESRI Contract for $8,500.00 to be paid from accounts: Appraiser: $5900.00 from 010-25-7652, Clerk: $600.00 from 010-02-7600, Elections: $300.00 from 010-21-7600, Zoning: $400.00 from 010-15-7652 and Road & Bridge: $1,300.00 from 011-00-7611.

Bruce Boettcher, Clint Hibbs, and Grant Urban presented Commissioners with a presentation on the Lyon County Highway Department shop improvements and asked for a set bid time and date.

Motion: To Approve the BG Consultants for Notice to Bid on the Lyon County Road & Bridge Improvement Project on November 14th with a bid opening on December 13, 2022. Martin/Briggs 3-0

Tammy Vopat presented Commissioners with a request to consider an invoice for the purchase of Veteran grave markers.

Motion: To Approve the quote from Carrot-Top Industries, Inc., in the amount of $13,465.31 to be paid from Fund 017-00-7646. Peck/Briggs 3-0

Reports
Commissioner Martin:
• Thank you to Election Officer Vopat and staff for their work on a good election
• I attended the WSU Technical School tour
• I will attend the Veterans Day ceremony
• Next Monday is the Lyon County Extension Board meeting
• The canvass is scheduled for November 15th
• Met with City of Emporia Mayor, City Manager Cocking and Controller Williams

Commissioner Peck:
• Attended election night, thank you to everyone including the election board workers

• Congratulations to Ken Duft elected as County Commissioner

Commissioner Briggs:

• Fair Board meeting is Monday

Clerk Vopat:
• The 2022 General Election went very well. Thank you to the Election Board Workers and Staff for their work in making the election a successful one. The Canvass of the election will take place next Tuesday at 9:00 a.m. in the Commission Chambers.
• The required election audit will take place today at 1:00 p.m.

Counselor Priest:
• No report

Controller Williams:
• Met with IMA and BCBC
• Attended meeting with city representatives

Tobey Kelly presented Commissioners with a request to consider the purchase of Sheriff’s Office vehicle parts and the purchase of 6 vehicles for the Sheriff’s Office.

Motion: To Approve the purchase of vehicle parts from TCS UpFitting for a total of $11,717.61 to be paid from Fund 017-00-9031 and $3,401.75 to be paid from Fund 010-17-7602. Peck/Briggs 3-0

Motion: To Approve the purchase of six patrol vehicles from Clint Bowyer Autoplex for a total of $217,710.00 to be paid from Fund 017-00-9016. Briggs/Martin 3-0
Note: These vehicles are being purchased with sales tax funds.

Motion: To Approve the quote from Mallory Safe & Supply LLC, for a walk-through metal detector at the courthouse, in the amount of $5,173.75 to be paid from Fund 010-70-9001-10. Martin/Briggs 3-0
