LYON COUNTY COMMISSION MINUTES
APRIL 18, 2024
The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:
Rollie Martin, Chairman Doug Peck, Vice Chairman
Ken Duft, Commissioner Tammy Vopat, County Clerk
Molly Priest, County Counselor Dan Williams, County Controller
Vici Smith, Public Relations

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as amended. Martin/Duft 3-0
Motion: To Approve the Minutes of the 4-11-2024 meeting. Duft/Peck 3-0
Motion: To Approve Warrants Payable 4-19-2024 in the amount of $143,287.63. Peck/Duft 3-0
Appointments: no action taken.
Personnel changes: Commissioners discussed personnel changes.
Permits: no action taken.
Monte Miller and Fred Wingert presented Commissioners with a request to consider an update on billboard placement and density. Commissioners had no specific concerns with conforming to the KDOT zoning regulations.
Reports
Commissioner Martin:
- Attended the meeting regarding economic development.
- Council on Aging, ESU Groundbreaking, and Newman Regional Board meeting.
Commissioner Peck:
- Last Thursday I attended Becky Nurenberg’s retirement.
- I did a welcome speech for the American Legion #5 meeting.
- Next Tuesday is the Community Corrections meeting.
- Wednesday is the ESU Groundbreaking and Newman Regional Board meeting.
Commissioner Duft:
- Attended the City Study Session.
- Attended Citizen Academy.
- ESU Groundbreaking and Newman Regional Board meetings next week.
Clerk Vopat:
- No report.
Counselor Priest:
- Crosswinds meeting is Wednesday and Newman Regional Board meeting also.
Controller Williams:
- Met with Jim Witt and Jeannine McKenna.
- Attended the City Commission Study Session.
Chip Woods presented Commissioners with a request to consider bids for emulsions for the sealing project so we can have flexibility to use whichever vendor is available when the material is needed.
Motion: To Accept the quotes for asphalt oil vendors allowing for flexibility when product is needed.

Motion: To Amend the Agenda. Martin/Duft 3-0
Election Officer Vopat presented Commissioners with a request to consider the Certification of Direct Election Expenses from the Presidential Preference Primary Election. These expenses will be reimbursed by the State of Kansas.
Motion: To Approve the Certification of Direct Election Expenses for the Lyon County 2024 Presidential Preference Primary Election in the amount of $29,354.53. Martin/Peck 3-0
Robbie Weiss presented Commissioners with a request to consider a quote for the breaker replacement.
Motion: To Accept the bid from Schumann Electric for the Breaker Replacement in the amount of $30,185.95 to be paid from Fund 017-00-9021. Peck/Martin 3-0
Public comment: no one present.
Roxy Van Gundy presented Commissioners with a request to consider an invoice for generator maintenance on 3 radio tower sites and staff to attend the NENA Nation Conference in Orlando, Florida.
Motion: To Approve the invoice from Clifford Power for generator maintenance on 3 radio tower sites, in the amount of $2,730.00 to be paid from Fund 019-00-7600. Duft/Martin 3-0
Note: This is an annual expense using 911 Funds, not taxpayer dollars.
Motion: To Approve Roxy Van Gundy, Sarah Jensen, and Selena Ayer to attend the NENA National Conference in Orlando, FL, June 28-July 3, 2024. Expenses not to exceed $6,200.00, to be paid from Funds 019-00-7410 and 7420. Martin/Duft 3-0
Note: This is utilizing 911 Funds, not taxpayer dollars.
Motion: To move to Legal Executive Session with Commissioners, Controller Williams, and Counselor Priest for confidential data exchange, to return at 10:45 a.m. Martin/Peck 3-0
Meeting reconvened at 10:45 a.m. with information.

There being no further business before the Board, the next Action Session will take place on April 25, 2024, at 9:00 a.m. in the Commission Chambers.
