The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Motion: To Approve Warrants Payable 3-29-2024 in the amount of $501,201.35. Peck/Martin 3-0
Motion: To Approve Payroll Payable 3-29-2024 in the amount of $362,849.03. Martin/Duft 3-0
Motion: To Approve Payroll Withholdings Payable 3-29-2024 in the amount of $240,699.75. Martin/Peck 3-0
Appointments: Commissioners discussed a board appointment for the Non-Lawyer Member of 5th Judicial District. John O’Connor has resigned from the Council on Aging Board.
Motion: To Appoint Deanne Korsak to the Non-Lawyer Member of District Judicial Nomination for 5th Judicial District
for an appointment to end March 6, 2028. Martin/Duft 3-0
Motion: To Approve the Minutes of the 3-25-2024 Canvass of the Presidential Preference Primary Election.

Personnel changes: no action taken.
Permits: Commissioners reviewed an application for a Cereal Malt Beverage License from Ignacio Velazquez.
Motion: To Approve the Cereal Malt Beverage License for Ignacio Velazquez for an event on March 30, 2024, at
1223 E. Logan Ave., Emporia, Kansas. Martin/Duft 3-0
Counselor Priest presented Commissioners with a request to consider a resolution for a stop sign on Road F at the intersection of Road 190; consider a resolution abating taxes in Case 2023-CV-000075.
Motion: To Adopt Resolution 03-24, a Resolution Establishing Stop Signs for the Intersection of Road 190, and
Road F. Peck/Duft 3-0
Motion: To Adopt Resolution 04-24, a Resolution Abating Taxes in Case 2023-CV-000075. Martin/Duft 3-0
Motion: To move to Legal Executive Session with Commissioners, Tobey Kelly, John Koelsch and Counselor

Commissioner Martin:
- Attended the Canvass of the election.
- Attended the Council on Aging meeting.
- Met with Jim Witt and Jeannine McKenna.
- Attended the Fairgrounds meeting.
- JEDAC is next week.
Commissioner Peck:
- Attended the Canvass of the election.
Commissioner Duft:
- Attended the Canvass of the election.
- Attended Citizen Academy.
Clerk Vopat:
- The public test of the election equipment was done at 9:00 a.m. on Wednesday with no discrepancies. The final abstract and post-election reports were submitted to the Secretary of State as required.
- Next week Deputy Jackson and I will attend the Sanborn session in Manhattan on Thursday and Friday. In my absence, Deputy Joe Torres will record the Commission meeting next week.
- Amie Jackson filed for the Office of Lyon County Clerk this morning. I plan to retire at the end of my term, 1-13-2025.
Counselor Priest:
- JEDAC is next week.
- Attended Newman Regional Health Board meeting.
- Attended Crosswinds meeting.
Controller Williams:
- Attended Economic Task Force meeting.
- Sales tax numbers are down.
Ben Sachs and Kristi Mohn presented Commissioners with the Unbound Gravel schedule, road closures, routes and county resources required for the event.
Motion: To move to Legal Executive Session for confidential data exchange with Commissioners, Counselor Priest, and
Controller Williams, to return at 11:30 a.m. Martin/Duft 3-0
