The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as presented. Peck/Duft 2-0
Motion: To Approve the Minutes of the 2-22-2024 meeting. Duft/Peck 2-0
Motion: To Approve Warrants Payable 3-1-2024 in the amount of $139,611.32. Peck/Duft 2-0
Motion: To Approve Payroll Payable 3-1-2024 in the amount of $340,942.95. Duft/Peck 2-0
Motion: To Approve Payroll Withholdings Payable 3-1-2024 in the amount of $254,063.06. Duft/Peck 2-0
Appointments: no action taken.
Personnel changes: Commissioners reviewed payroll changes.
Motion: To Approve the Payroll Authorization changes as presented. Duft/Peck 2-0
Permits: no action taken.
Tammy Vopat presented Commissioners with a request to consider the invoice from the Kansas Secretary of State for user fees for the election software.
Motion: To Approve the invoice from the Kansas Secretary of State for ELVIS user fees in the amount of $7,100.00 to be
paid from Fund 010-21-7600. Duft/Peck 2-0
Reports
Commissioner Peck:
- Attended the Road & Bridge project meeting.
Commissioner Duft:
- Attended the emergency management meeting.
- Attended the Road & Bridge Project meeting.
Clerk Vopat:
- Over 300 mail ballots were sent on Wednesday as required by Kansas Statutes.
- Early voting starts on Monday in the Election Office and Saturday voting will be on March 9th at the Anderson Building from 9:00 a.m. to 1:00 p.m.
Counselor Priest:
- Attended the Newman Regional Health meeting.
- Next week is the JEDAC and RDA meetings.
- I received notice we will receive another opioid distribution.
Controller Williams:
- Attended Fairground Foundation meeting.
- Sales tax numbers are up from last month but less than last year.
Chip Woods presented Commissioners with a request to consider the invitation for Jim Brull to attend an event in Washington, DC on March 18-21; consider sending out requests for proposals for washed CM-K Cover material; the purchase of 15 Apple iPads and 14 smart phones for the Road & Bridge Department; consider closing Locust St. in Americus on April 12th for the Flint Hills Gravel Ride event; consider closing Locust St. in Americus on June 1st for the Unbound Gravel event.
Motion: To Approve Jim Brull attending the Coalition Against Bigger Trucks for a Fly-In to Washington, DC March 18-21st
and attend meetings on Capitol Hill concerning bigger truck configurations.
Note: Airfare, hotel, meals, parking, transportation to and from the hotel and Capitol Hill are to be paid by CABT.

Motion: To Approve closing Locust St. (Road 240) in Americus from Main Street to Fifth Street on Friday, April 12,
2024, at 6:00 p.m. through Saturday, April 13th at 10:30 p.m. for the Flint Hills Gravel Ride Event.

Motion: To Approve closing Locust St. (Road 240) in Americus from Main Street to Fifth Street on Saturday, June 1,

Jean Barnett presented Commissioners with a request to consider the purchase of 35 Microsoft SQL user CALs from Computer Information Concepts for programs and data migrations to new server.
Motion: To Approve the quote from CDWG for 35 Microsoft SQL user CALs in the amount of $5,251.40 to be paid from
Fund 017-00-9001. Peck/Duft 2-0
Motion: To Approve the quote from Computer Information Concepts for programs and data migrations to the new
server in the amount of $4,350.00 to be paid from Fund 017-00-9001. Duft/Peck 2-0
