LYON COUNTY COMMISSION MINUTES
FEBRUARY 8, 2024
The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as presented amended. Martin/Duft 3-0
Motion: To Approve the Minutes of the 2-1-2024 meeting. Duft/Peck 3-0
Motion: To Approve Warrants Payable 2-9-2024 in the amount of $362,718.07. Peck/Duft 3-0
Appointments: no action taken.
Commissioners reviewed the Waterloo, Emporia and Reading Township Annual Reports.
Motion: To Approve the 2023 Waterloo Township Annual Report. Peck/Duft 3-0
Motion: To Approve the 2023 Emporia Township Annual Report. Duft/Martin 3-0
Motion: To Approve the 2023 Reading Township Annual Report. Martin/Duft 3-0
Personnel changes: no action taken.
Permits: no action taken.
Jay Whitney presented Commissioners with an update on the Lyon County Jail 2023 Expense Report and conditions of the jail areas.
County Engineer Woods presented Commissioners with a request to consider a resolution adopting our county road Functional Classification System as required by KDOT and FHWA.
Motion: To Adopt Resolution 02-24, a Resolution Adopting the Lyon County Functional Classification System.

Public comment: Dave LaBarge commented on the conditions of the roads in the county and the increase of taxpayer dollars.
Tobey Kelly presented Commissioners with a request to consider a quote from Motorola Solutions for the 2 in car cameras and 2 body cameras.
Motion: To Approve the quote from Motorola Solutions in the amount of $19,057.20 to be paid from Fund 017-00-9013
for the in car and body cameras. Duft/Martin 3-0

Commissioner Martin:
- Attended the Soil Conservation meeting on Monday.
- Attended JEDAC meeting.
- Met with Newman Regional Health officials.
- Will attend the Fair Board meeting and Extension Board meeting.
- I plan to attend the ESU Founders Day ceremony.
- Attended the Joint City/County luncheon meeting.
Commissioner Peck:
- Attended the Joint City/County luncheon meeting.
- On Monday I met with BG Consulting to check on a project.
- Attended the Soil Conservation meeting.
- Tomorrow is the RDA and I plan to attend the Fair Board meeting.
Commissioner Duft:
- Attended the Joint City/County luncheon meeting.
- On Monday I attended the Soil Conservation meeting.
- I attended the Atlas meeting and will attend the Fair Board meeting and Road & Bridge Project meeting.
- I will also attend the ESU Founders Day ceremony.
Clerk Vopat:
- Reminder February 20th is the deadline to register to vote and to request a mail ballot for the Presidential Preference Primary Election on March 19th.
Counselor Priest:
- Attended JEDAC meeting.
- Met with Newman Regional Health officials.
- I will attend the RDA meeting tomorrow.
- Attended the Atlas meeting.
- Crosswinds open house is tonight.
- I will attend the Fair Board meeting also.
Controller Williams:
- Attended the Joint City/County luncheon meeting.
- I will attend several meetings also.
Motion: To move to Legal Executive Session with Commissioners, Controller Williams, and Counselor Priest
for confidential data exchange, to return at 11:45 a.m. Martin/Duft 3-0
Meeting reconvened at 11:40 a.m. with information.
Motion: To move to Non-Elected Personnel Executive Session for evaluation with Commissioners and Controller
