LYON COUNTY COMMISSION MINUTES

FEBRUARY 1, 2024

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Motion:  To Approve Warrants Payable 2-2-2024 in the amount of $141,272.83.                   Peck/Duft 3-0

 

Motion:  To Approve Payroll Payable 2-2-2024 in the amount of $357,223.20.                        Martin/Duft 3-0

 

Motion:  To Approve Payroll Withholdings Payable 2-2-2024 in the amount of $265,000.10.          Martin/Peck 3-0

 

Appointments:  no action taken.

 

Motion:  To Approve the 2023 Fremont Township Annual Report.                                              Duft/Martin 3-0

 

Motion:  To Approve the 2023 Jackson Township Annual Report.                                               Martin/Peck 3-0

 

Motion:  To Approve the 2023 Agnes City Township Annual Report.                                          Duft/Martin 3-0

 

Personnel changes:  no action taken.

 

Roxy Van Gundy presented Commissioners with a request to consider the yearly system license renewal and support for dispatch.  This is an annual expense for the Lyon County Emergency Communications Center.

 

Motion:  Approve paying Priority Dispatch for medical and fire protocols in the amount of $17,092.00 to be paid from

                Fund 019-00-7600, for the yearly system license renewal and support.              Duft/Peck 309

Note:  These are 911 Funds being used for this expenditure.

 

Reports

Commissioner Martin:

  • Attended the Council on Aging meeting on Monday. Need to fill some board vacancies.
  • Attended the Fairgrounds Foundation meeting.
  • I plan to attend the Soil Conservation meeting.
  • Next week is the JEDAC meeting.
  • The City/County Joint meeting is February 7th at noon.

 

Commissioner Peck:

  • I attended a meeting with Jake LaTurner.
  • Tuesday, I attended the Rod & Bridge meeting.
  • Also attended a meeting with Community Corrections.
  • I plan to attend the Soil Conservation meeting.

 

Commissioner Duft:

  • I plan to attend the Soil Conservation meeting.

 

Clerk Vopat:

  • The election process is going well. UOCAVA ballots have been sent as required by statutes. The deadline to register or change your voter registration is February 20th.  It is also the deadline to request a mail ballot for this election.

 

Counselor Priest:

  • Will attend JEDAC on Wednesday.
  • I will attend Crosswinds open house.

 

Controller Williams:

  • Tuesday, I attended the Road & Bridge meeting.
  • Attended the Fairgrounds Foundation meeting.
  • Sales tax revenue is above plan but somewhat less than last year.

 

Kitty Hamilton presented Commissioners with a presentation on Nesting Incorporated.  Kitty is in the beginning stages of creating a non-for-profit called Nesting Incorporated for seniors in the area.  There will be a meeting on February 5th from 10:00 until noon at the Emporia City Library.

 

Public comment:  no one present.

Motion:  To Amend the Agenda to consider the Center Township Annual Report.                Martin/Duft 3-0

 

Motion:  To Approve the 2023 Center Township Annual Report.                                           Martin/Peck 3-0

 

Sam Seeley presented Commissioners with a request to consider the annual recertification for continued participation in the Consumer Rating System Program which gives landowners in Lyon County a discount on flood insurance premiums.

 

Motion:  To Approve the Chairman of the Lyon County Board of Commissioner signing the Annual Recertification

                Application for continued participation in the Consumer Rating System Program.         Peck/Duft 3-0

 

Motion:  To move to Non-Elected Personnel Executive Session for evaluation with Commissioners, to return at 10:30

Meeting reconvened at 10:30 a.m.

 

Motion:  To move to Legal Executive Session for confidential data exchange for confidential data exchange with

                Commissioners, Trey Cocking, Jamie Sauder, and Counselor Priest, to return at 11:00 a.m.       Martin/Duft 3-0

Meeting reconvened at 11:00 a.m. with information.

 

Wendy Weiss and Jean Barnett presented Commissioners with a request to consider document security by Fidlar for deed processing. 

 

Motion:  To move to Legal Executive Session for confidential data exception with Commissioners and Counselor

                Priest, to return at 11:35 a.m.                                                                                  Martin/Duft 3-0

Meeting reconvened at 11:35 a.m. with information and direction.
