JANUARY 25, 2024
The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as presented. Martin/Duft 3-0
Motion: To Approve the Minutes of the 1-18-2024 meeting. Duft/Martin 3-0
Motion: To Approve Warrants Payable 1-26-2024 in the amount of $802,851.49. Peck/Duft 3-0
Appointments: No action taken.
Motion: To Approve the 2023 Annual Report of Pike Township. Duft/Martin 3-0
Personnel changes: No action taken.
Permits: We had one moving permit for KBK Industries, LLC this week.
Amy Welch, Lyon County Noxious Weed, presented Commissioners with reviewing and to consider signing the 2024 Noxious Weed Annual Report and Annual Management Plan.
Motion: To Approve signing the 2024 Noxious Weed Annual Report and Annual Management Plan.
Note: Both reports are sent to the Kansas Department of Ag. Martin/Peck 3-0
Robbie Weiss, Lyon County Facilities, presented Commissioners contracts from different companies for replacement of the HVAC equipment at the Noxious Weed Department for a total of $6,836.00 to be paid from account 017-00-9021.
Motion: To Approve the Contract with Modern Air for the replacement of the HVAC equipment at the Noxious Weed
department for a total of $6,836.00 to be paid from account 017-00-9021. Peck/Duft 3-0
Reports
Commissioner Martin:
- No formal meetings this week.
- I will attend the rescheduled Counsel on Aging Meeting on Monday of next week.
- I will attend the fairground foundation meeting on Wednesday of next week.
Commissioner Peck:
- I attended the RDA Special meeting last Thursday.
- I will try to attend the luncheon with Jake LaTurner today.
- Next Tuesday Road & Bridge meetings.
- Community Correction meeting at noon on Tuesday.
Commissioner Duft:
- I attended the launch of the new ESU Cyber Security program last Friday.
- I attended the pipeline conference on Tuesday.
- Lots of calls on the roads.
Deputy Jackson:
- No Report.
Counselor Priest:
- No Report.
Controller Williams:
- Met with Emporia City Manager, Michelin, and developers.
- Plan to attend the Fair board foundation meeting on Wednesday.
- Will attend the meeting on Tuesday for Road and Bridge.
Motion: To move to Legal Executive Session with Commissioners and Counselor Priest, Controller Williams, for
confidential data exchange, to return at 9:45 a.m. Martin/Duft 3-0

Public comment: No one present.
Ryan Janzen, Lyon County Appraiser, presented Commissioners with approving the payment of $11,773.69 from account 010-25-7110 for the mailing of the 2024 Change of Valuation Notices to Postalocity. He also presented Commissioners with approving out of state travel for Ryan Janzen to attend the IAAO GIS/Valuation Technologies Conference in Charlotte, NC April 8-11, 2024, for an amount not to exceed $1,200.00 from accounts 010-25-7420 and 010-25-7164 as applicable.
Motion: To Approve the payment of $11,773.69 from account 010-25-7110 for the mailing of the 2024 Change

Motion: To Approve out of state travel for Ryan Janzen to attend the IAAO GIS/Valuation Technologies Conference in
Charlotte, NC April 8-11, 2024, for an amount not to exceed $1,200.00 from accounts 010-25-7420 and
010-25-7164 as applicable. Martin/Peck 3-0
Note: Attendee will be paying half the associated expenses personally.

attorney client privilege, to return on or before 11:00 a.m. Martin/Peck 3-0
Meeting reconvened at 11:00 a.m.
Renee Hively, Dennis Applegarth, Melissa, Keena Privat, and Dr. Oyenuga with CareArc presented Commissioners with their quarterly reports and a Public Health Report.
Motion: To move to Legal Executive Session with Commissioners, Counselor Priest, and Controller Williams,
and for confidential data exchange, to return at 11:30 a.m. Martin/Duft 3-0
Meeting reconvened at 11:30 a.m. with direction.
