LYON COUNTY COMMISSION MINUTES

DECEMBER 28, 2023

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

               

Motion:  To Approve the Agenda as presented.                                                                            Martin/Duft 3-0

 

Motion: To Approve the Minutes of the 12-21-23 meeting.                                                           Duft/Peck 3-0

 

Motion:  To Approve Warrants Payable 12-29-2023 in the amount of $374,232.73.                    Peck/Duft 3-0

 

Appointments:  Commissioners discussed board appointments.

 

Motion:  To Appoint Jason Birk, Larry Browning, Aaron Conrade, Josh Duft, Gene Jackson, Larry Milroy, Trevin Ginter,

                Brodie Peak, and Chris Phillps to the Lyon County Fair Board for a term to expire 12-31-2026.           

                Martin/Duft 3-0

 

Motion:  To Approve canceling Purchase Order #11902 dated 12-31-2019 to Motorola Solutions, Inc. in the amount of

                $58,650.00 for HipLink/HipLink Paging Interface – 5-year maintenance.  Duft/Martin 3-0

Note:  This liability was paid on a separate voucher.

 

Motion:  To approve Rescinding the Motion from October 5, 2023, for a vehicle camera from Motorola Solutions in the

                amount of $6,538.00 paid from Fund 017-00-9018.                                            Martin/Peck 3-0

 

Personnel changes:  Commissioners reviewed personnel changes.

 

Motion:  To Approve Personnel Change Authorizations as presented.                                      Martin/Duft 3-0

 

Permits:  no action taken.

 

Reports

Commissioner Martin:

  • We will hold a Study Session on Wednesday, January 3rd.
  • Next Wednesday is JEDAC.

 

Commissioner Peck:

  • I met with the RDA Board related to a personnel matter.
  • Next Tuesday is a review of the Road & Bridge meeting.
  • Fence viewing is next Wednesday.

 

Commissioner Duft:

  • I will attend the Road & Bridge meeting on Tuesday.

 

Clerk Vopat:

  • No report.

 

Counselor Priest:

  • Wednesday I will attend the JEDAC meeting and road viewing.

 

Controller Williams:

  • Sales tax numbers are up from last year.

 

Jim Brull presented Commissioners with a request to consider a resolution related to Solid Waste Management.

 

Motion:  To Adopt Resolution 18-23, a Resolution relating to the Solid Waste Management Plan of Chase County, the

                City of Emporia and Lyon County.                                                                         Duft/Martin 3-0

 

Motion:  To Amend the Agenda to allow for a Legal Executive Session for confidential data exchange with

                 Commissioners and Counselor Priest, to return at 9:5 a.m.                                  Martin/Duft 3-0

Meeting reconvened at 9:45 a.m.

Break from 9:48 a.m. to 9:53 a.m.

 

Review the 2024 Yearly Appointments.
