LYON COUNTY COMMISSION MINUTES
NOVEMBER 30, 2023
The Board of the Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:
Rollie Martin, Chairman Doug Peck, Vice Chairman
Ken Duft, Commissioner Tammy Vopat, County Clerk
Molly Priest, County Counselor Dan Williams, County Controller
Others attending the meeting:

Call to Order/Pledge of Allegiance
Motion: To Approve the Agenda as presented. Martin/Duft 3-0
Motion: To Approve the Minutes of the 11-22-2023 meeting. Duft/Peck 3-0
Motion: To Approve Warrants Payable 11-30-2023 in the amount of $174,915.24. Peck/Duft 3-0
Appointments: Commissioners discussed board appointments.
Motion: To Appoint Mike Langley to the Lyon County Zoning and Planning Board for a term to expire
12-31-2026. Martin/Peck 3-0
Motion: To Appoint Phil Mott to the Lyon County Zoning and Planning Board for a term to expire
12-31-2026. Martin/Duft 3-0
Motion: To Appoint Brian Henderson to the Emporia Enterprise Board for a term to expire
12-31-2026. Peck/Duft 3-0
Personnel changes: no action taken.
Permits: no action taken.
Reports
Commissioner Martin:
- Council on Aging meeting was cancelled due to weather conditions.
- Wednesday is the JEDAC meeting.
- City/County Joint meeting is December 6th.
Commissioner Peck:
- City/County next Wednesday.
Commissioner Duft:
- Attended the Wolf Creek FEMA exercise. Thank everyone who volunteered.
- I will attend the KAC Conference next week.
- I plan to attend the Solid Waste meeting this evening.
Clerk Vopat:
- My deepest condolences to the family of Dan Slater.
- I will also attend the KAC Conference in Wichita.
Counselor Priest:
- I will attend the KAC Conference in Wichita.
Controller Williams:
- Sales tax numbers are up from last year.
Sam Seeley presented Commissioners with a request to consider an application from Bryan Davis, Rock Creek Stone for a conditional use permit.
Motion: To Adopt Resolution 17-23, a Resolution Granting a Conditional Use Permit (CUP) in a certain area of Lyon
County for a “Quarry” and amending the county regulating plan map as adopted by Resolution 02-21, as
amended, of Lyon County, Kansas to conform with said Conditional Use Permit. Martin/Duft 3-0
Public comment: Ron Pringle commented on a fencing issue on his property.
Ryan Janzen presented Commissioners with a request to consider the license purchase for mapping.
Motion: To Approve the license purchase of ArcGIS Enterprise with ESRI in the amount of $19,800.00 to be paid from
Fund 010-25-9001. Peck/Duft 3-0
Motion: To Adjourn. Martin/Duft 3-0
There being no further business before the Board, the next Action Session will take place on December 7, 2023 at 9:00 a.m. in the Commission Chambers.
