LYON COUNTY COMMISSION MINUTES

NOVEMBER 22, 2023

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order/Pledge of Allegiance

 

Motion:  To Approve the Agenda as presented.                                                                                  Martin/Duft 3-0

 

Motion:  To Approve the Minutes of the 11-16-2023 meeting.                                                     Duft/Peck 3-0

 

Motion:  To Approve Warrants Payable 11-22-2023 in the amount of $500,203.10.              Peck/Duft 3-0

 

Motion:  To Approve Payroll Payable 11-22-2023 in the amount of $345,793.39.                   Martin/Duft 3-0

 

Motion:  To Approve Payroll Withholdings Payable 11-22-2023 in the amount of $513,356.94.

Roxy Van Gundy presented Commissioners with a request to consider attending a conference in Florida in January 2024.

 

Motion:  To Approve Roxy Van Gundy attending the NENA’s Standards and Best Practices Conference as a presenter for mental health and wellness in Clearwater, Florida, January 14-19, 2024.  Spending not to exceed $3,000.00 from Funds 019-00-7410 and 019-00-7420, utilizing 911 Funds.             Martin/Duft 3-0                

Jim Brull presented Commissioners with a request to consider a quote for culvert material; a request to close a road in Americus for a Christmas Parade.

 

Motion:  To Approve the quote from The Railroad Yard for culvert material in the amount of $38,461.25 to be paid from Fund 033-00-8221.                                                                                                                Duft/Martin 3-0

 

Motion:  To Approve the request from the City of Americus to close Main Street (Road F or Americus Road) from Walnut Street through Broadway Street on December 2, 2023, from 6:00 p.m. to 8:00 p.m. for their Christmas Parade.                                                                                                                                Peck/Duft 3-0   

Note:  The City of Americus will provide the barricades.

Commissioner Martin:

  • Attended the Emporia Planning Commission public hearing last evening.
  • Council on Aging meeting is Monday.

 

Commissioner Peck:

  • Attended the Emporia Planning Commission public hearing last evening.

 

Commissioner Duft:

  • Attended the Emporia Planning Commission public hearing last evening.
  • I plan to attend the Solid Waste meeting.

 

Clerk Vopat:

  • No report.

 

Counselor Priest:

  • Attended the Emporia Planning Commission public hearing last evening.
  • The Tax Sale is coming up.

 

Controller Williams:

  • Attended the Road & Bridge Project meeting.

Public comment:  Dennis Paul commented on the tax increases in Lyon County.  Mr. Paul said he feels like taxpayers are being kicked while they are down.  People on fixed incomes are suffering with these tax increases.

 

Tobey Kelly presented Commissioners with a request to consider an invoice for upfitting vehicle #17 and another invoice for upfitting vehicles #2, 4, 12, 14 and 15. 

 

Motion:  To Approve the invoice from Traffic Control Services, Inc. for the upfitting of Vehicle #17 in the amount of $14,527.61.  $3,721.25 to be paid from Fund 010-17-7602 and $10,806.36 to be paid from Fund 017-00-9031.                                                                                                                                       Duft/Peck 3-0                   

Motion:  To Approve the invoice from Traffic Control Services, Inc., for the upfitting of Vehicles #2, 4, 12, 14 and 15 in the amount of $80,578.30.  $59,234.55 to be paid from Fund 017-00-9031 and $21,343.75 to be paid from Fund 010-17-7602.                                                                                                               Peck/Duft 3-0                   

Motion:  To move to Non-Elected Personnel Executive Session with Commissioners and Alicia Rumold for Community Correction Director, to return at 10:20 a.m.                                                                          Martin/Duft 3-0

Meeting reconvened at 10:20 a.m. with direction.

Motion:  To move to Legal Executive Session with Commissioners and Counselor Priest for confidential information exchange, to return at 10:50 a.m.                                                                                             Martin/Duft 3-0

Meeting reconvened at 10:50 a.m. with a request for an extension, to return at 11:03 p.m.
