NOVEMBER 9, 2023
The Lyon County Board of Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as presented. Martin/Duft 3-0
Motion: To Approve the Minutes of the 11-2-2023 meeting. Duft/Peck 3-0
Motion: To Approve Warrants Payable 11-9-2023 in the amount of $184,384.66. Peck/Duft 3-0
Motion: To Approve Payroll Payable 11-9-2023 in the amount of $342,295.56. Martin/Duft 3-0
Motion: To Approve Payroll Withholdings Payable 11-9-2023 in the amount of $248,083.15. Martin/Peck 3-0
Appointments: Commissioners discussed board appointments.
Motion: To Appoint Caron Daugherty, Ed. D to the Newman Regional Health Board for a term to expire
12-31-27. Martin/Duft 3-0
Motion: To Appoint Luke Arndt to the Newman Regional Health Board for a term to expire 12-31-2027.
Duft/Peck 3-0
Commissioners discussed a letter of support for the City of Emporia Zoning Text Changes. Counselor Priest explained the zoning text changes.

Luke Arndt thanked the Commissioners for the support of the County. Don Hill thanked Luke for his leadership and expressed his appreciation for the support from Lyon County. Nancy Wells appreciated the board appointments made by the Commission.
Personnel changes: Commissioners viewed payroll changes.
Motion: To Approve the Payroll Authorization Changes as presented. Martin/Duft 3-0
Permits: no action taken.
Chip Woods presented Commissioners with a request to consider Jim Brull attending a national conference in California.
Motion: To Approve Jim Brull attending the 2024 National Association of County Engineers Conference in Palm Springs,
CA from April 15-18, 2024, and share registration and related travel expenses with KCHA (Kansas County
Highway Association). Expenses not to exceed $2,500.00 to be paid from Fund 011-00-7420.

Reports:
Commissioner Martin:
- Attended the Lyon County Extension Board meeting.
- Thank you to Tammy Vopat, Election Officer and staff for a job well done.
Commissioner Peck:
- I voted at my polling site.
- Chase Co. has a Veteran celebration tomorrow.
- I plan to attend the Veterans Day events.
Commissioner Duft:
- I voted also. Good job to Election Officer and staff.
- I plan to attend the Veteran Day
- Fair Board meeting is Monday.
Clerk Vopat:
- The tax roll is complete and has been transferred to the Treasurer.
- Unofficial results produced a 22.42% turnout for the City/School Election. Thank you to everyone who worked to make the election a success. Their work is necessary and appreciated.
Counselor Priest:
- No report.
Controller Williams:
- Attended the Road & Bridge project meeting.
Public comment: no one present.
Break from 9:50 a.m. to 10:00 a.m.
Ryan Janzen presented Commissioners with a request to consider the renewal of the ESRI Contract for mapping.
Motion: To Approve the renewal of the ESRI Contract for $9,280.00 to be paid: $6,490.00 from Appraiser Fund
010-25-7652: $660.00 from Clerk, Fund 010-02-7600; $330.00 Election Fund 010-21-7600; $440 from
Zoning Fund 010-15-7652 and $1,360.00 from Road & Bridge Fund 011-00-7661. Peck/Duft 3-0
Motion: To move to Legal Executive Session for confidential data exchange with Commissioners, Vici Smith,
and Counselor Priest, to return at 10:30 a.m. Martin/Duft 3-0
