LYON COUNTY COMMISSION MINUTES

NOVEMBER 2, 2023

The Lyon County Board of Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

 

Motion:  To Approve the Agenda as presented.                                                                           Martin/Duft 3-0

 

Motion:  To Approve the Minutes of the 10-26-2023 meeting.                                                     Duft/Peck 3-0

 

Motion:  To Approve Warrants Payable 11-3-2022 in the amount of $837,047.79.                      Peck/Duft 3-0

 

Appointments:  no action taken.

 

Personnel changes:  Commissioners reviewed personnel change authorizations.

 

Motion:  To Approve the Personnel Authorization Change Orders.                                            Duft/Peck 3-0

 

Permits:  no action taken.

 

Shane Brunner, Melanie and Jarom Smith presented Commissioners with a request to consider public access parking lease agreement with Justice Painting, LLC. 

 

Motion:  To Approve tabling the parking lease agreement with Justice Painting, LLC for 2 weeks.          Martin/Duft 3-0

 

Chip Woods presented Commissioners with a request to consider closing a street on November 5th for the Trunk R Treat event in Americus.

 

Motion:  To Approve closing the 700 block of Main Street (Road F or Americus Road) from 1:00 p.m. to 5:30 p.m. on

                November 5, 2023, for the Trunk R Treat event.                                             Martin/Duft 3-0

Note:  The City of Americus will provide necessary barricades.

 

Public comment: no one present.

Dr. Caron L. Daugherty presented Commissioners with a request to consider a budget request update.  Dr. Daugherty explained the master plan project and vision for the college.

 

Alicia Rumold presented Commissioners with a request to discuss Christmas gift cards for the Lyon County employees.

 

Motion:  To Approve gift cards from Goods Cashsaver for 100.00 per employee, to be paid from

                Fund 044-00-7280.                                                                         Peck/Duft 3-0

 

Tobey Kelly presented Commissioners with a request to consider the invoice for a camera system from Motorola.

 

Motion:  To Approve the invoice from Motorola Solutions in the amount of $6,343.00 for a camera

                 system for the detention center van LY#27 to be paid from Fund 017-00-9018.                   Duft/Martin 3-0

 

Reports:

Commissioner Martin:

  • Attended the JEDAC meeting yesterday.
  • City/County Joint meeting will be on December 6th.

 

Commissioner Peck:

  • Road condition calls.

 

Commissioner Duft:

  • Toured roads in the county.
  • Plan to attend fund raising events.

 

Clerk Vopat:

  • Early voting is slow but steady. Over 100 voters took advantage of Saturday voting at the Anderson Building on Saturday.
  • I’m waiting on the State to release my tax file to continue to tax process.
  • Today is the public test of the election equipment. Later today we will set up the jury assembly room for election school.  I will train over 80 election board workers on Friday.
  • Saturday we will print the paper pollbooks in preparation of advance voting ending on Monday at noon.

 

Counselor Priest:

  • Attended the JEDAC meeting.
  • Saturday is Freedom Fest.

 

Controller Williams:

  • Attended JEDAC meeting.
  • Sales tax numbers are exceeding last year numbers.

 

Motion:  To move to Non-Elected Personnel Executive Session for I.T. Director position with Commissioners and Alicia

                Rumold, to return at 11:00 a.m.                                                 Martin/Duft 3-0

Meeting reconvened at 11:02 a.m.

 

Motion:  To move to Legal Executive Session for confidential data exchange with Commissioners, Controller Williams,

                 Vici Smith, and Counselor Priest, to return at 11:30 a.m.

Meeting reconvened at 11:32 a.m. with information.

There being no further business before the Board, the next Action Session will take place on November 9, 2023, at 9:00 a.m. in the Commission Chambers.
