The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as presented. Martin/Duft 3-0
Motion: To Approve the Minutes of the 10-5-2023 meeting. Duft/Peck 3-0
Motion: To Approve Warrants Payable 10-20-2023 in the amount of $388,026.83. Peck/Duft 3-0
Appointments: no action taken.
Commissioners discussed the voting delegate for the Kansas Association of Counties.
Motion: To Appoint Ken Duft as Voting Delegate, for the Kansas Association of Counties.
Motion: To Appoint Tammy Vopat as 1st Alternate Voting Delegate for the Kansas Association of
Counties. Martin/Peck 3-0
Motion: To Appoint Molly Priest as the 2nd Alternate Voting Delegate for the Kansas Association
of Counties. Martin/Peck 3-0
Personnel changes: no action taken.

Reports
Commissioner Martin:
- Attended the RDA appreciation meeting.
- Council on Aging meeting is coming up.
- Met with CEO of Newman Regional Hospital last week.
Commissioner Peck:
- Attended the LEPC meeting last Thursday.
- Attended the RDA appreciation meeting.
- RDA regular meeting was Friday.
- Yesterday I attended the Flint Hills Vo-Tech renaming ceremony.
- Next Wednesday is the Newman Regional Health meeting at 3:30 p.m.
Commissioner Duft:
- Attended the RDA appreciation meeting.
- Attended the LEPC meeting last week.
- Attended the Flint Hills Vo-Tech renaming ceremony.
Clerk Vopat:
- Early voting starts Monday in my office. Saturday voting is October 28th from 9-1 at the Anderson Building.
- I certified levies to the adjoining counties and waiting for them to certify levies to me so I can proceed with the tax roll.
Counselor Priest:
- Attended the RDA appreciation meeting.
- Attended the RDA meeting.
- Attended the Flint Hills Vo-Tech remaining ceremony.
Controller Williams:
- No report.
Vici Smith and Chuck Boyce presented Commissioners with a request to consider possible additional packages for the Lyon County website which will ensure compliance with federal guidelines.
Public comment: no one present.
Public Hearing for the 2023 Lyon County Amended Budget: no one present to comment.
Commissioners and Controller Williams discussed republishing the 2023 Lyon County Budget for the Multi-Year Fund increase of $711,787.00 to allow for budgetary authority if needed.
Motion: To Approve Republishing the 2023 Lyon County Budget, Multi-Year Fund in the amount of
$4,100,000.00. Peck/Duft 3-0
Note: Sales tax revenue will be used.
Motion: To move to Legal Executive Session for confidential date exchange with Commissioners,
Vici Smith, Controller Williams, and Counselor Priest, to return at 10:30 a.m.

Meeting reconvened at 10:30 a.m. with information.
Motion: To move to Non-Elected Personnel Executive Session for evaluation with Commissioners
and Sam Seeley, to return at 10:55 a.m. Martin/Duft 3-0
