LYON COUNTY COMMISSION MINUTES
OCTOBER 12, 2023
The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as presented. Martin/Duft 3-0
Motion: To Approve the Minutes of the 10-5-2023 meeting as corrected. Duft/Peck 3-0
Motion: To Approve Warrants Payable 10-13-2023 in the amount of $340,046.32. Peck/Duft 3-0
Motion: To Approve Payroll Payable 10-13-2023 in the amount of $353,177.36. Martin/Duft 3-0
Motion: To Approve Payroll Withholdings Payable 10-13-2023 in the amount of $255,685.26. Martin/Duft 3-0
Appointments: no action taken.
Commissioners discussed letters of support for grants for both Hetlinger Developmental Services and Crosswinds Counseling and Wellness.
Motion: To Approve signing a Letter of Support for Hetlinger Developmental Services for a grant application to
KDOT. Duft/Peck 3-0
Motion: To Approve signing a Letter of Support for Crosswinds Counseling and Wellness for the Kansas
Department of Transportation Grant. Peck/Martin 3-0
Personnel changes: Commissioners reviewed personnel changes.
Motion: To Approve the Payroll Authorization Changes as presented. Martin/Duft 3-0
Permits: no action taken.
Roxy Van Gundy presented Commissioners with a request to consider paying the City of Emporia for the Lyon County yearly shared expense for the Motorola CAD and Firewall renewal and staff attending a training class in Missouri.
Motion: To Approve payment to the City of Emporia in the amount of $26,411.48 for the Motorola CAD
and Firewall Renewal to be paid from Fund 019-00-7600. Duft/Martin 3-0
Note: The funds used for this expense are from the 911 revenue.
Motion: To Approve sending CO II Alexis Warkentine to Warrensburg, Missouri for 911 training on
November 29, 2023, with expenses not to exceed $500.00 to be paid from Fund 019-00-7420.
Peck/Martin 3-0
Note: The funds used for this expense are from the 911 revenue.
Alicia Rumold presented Commissioners with a request to discuss employee holiday gifts.
Motion: To move to Non-Elected Personnel Executive Session for employee compensation with
Commissioners and Alicia Rumold, to return at 9:45 a.m. Martin/Peck 3-0
Meeting reconvened at 9:45 a.m.
Public comment: no one present.
Reports:
Commissioner Martin:
- I attended the RSVP recognition luncheon.
- The RDA appreciation dinner is this evening.
- Will be meeting with Cathy Pimple after this meeting.
- The Joint City/County meeting is tentatively scheduled for Wednesday, December 6th.
Commissioner Peck:
- I attended the Allen Veterans Festival.
- Attended the Chase County Ceremony.
- LEPC meeting is at noon.
Commissioner Duft:
- Attended the Sertoma Breakfast and Hartford Harvest Days.
- Attended the Fair Board Meeting.
- Will attend the RDA meeting tonight.
- Next week is the Flint Hills Vo-Tech College rededication of buildings.
Clerk Vopat:
- Working on the tax roll.
- The election process is on track with equipment tested and calibrated.
Counselor Priest:
- Attended the Chase County Ceremony.
- Will attend the RDA appreciation dinner.
Motion: To move to Non-Elected Personnel Executive Session with Commissioners for evaluation, to return at
10:35 a.m. Martin/Duft 3-0
