LYON COUNTY COMMISSION MINUTES

OCTOBER 5, 2023

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

 

Motion:  To Approve the Agenda as amended.                                                                        Martin/Duft 3-0               

Motion:  To Approve the Minutes of the 9-28-2023 meeting as corrected.                              Duft/Peck 3-0

 

Motion:  To Approve Warrants Payable 10-6-2023 in the amount of $140,234.78.                Peck/Duft 3-0

 

Appointments:  no action taken.

 

Commissioners discussed the 2022 tax roll certification.  Taxes collected was 97.83%.

 

Motion:  To Accept the Certification of the 2022 Lyon County Tax Roll as presented.         Martin/Peck 3-0

 

Personnel changes:  Commissioners discussed payroll authorization changes.

 

Motion:  To Accept the Payroll Change Authorizations as presented.                                 Duft/Martin 3-0

 

Permits:  no action taken.

 

Tobey Kelly presented Commissioners with a request to consider the invoice from Motorola Solutions for a vehicle camera.

 

Motion:  To Approve the invoice from Motorola Solutions for a vehicle camera in the amount of $6,538.00 to be paid

                 from Fund 017-00-9018.                                                                                       Peck/Duft 3-0   

 

Motion:  To Amend the Agenda.                                                                                             Martin/Peck 3-0

 

Dan Williams presented Commissioners with a request to consider the 4th of 5 annual payments to Ignite Emporia.

 

Motion:  To Approve the payment to Ignite Emporia in the amount of $20,000.00 to be paid from Fund 017-00-7391.

Chip Woods presented Commissioners with a request to consider an agreement with BG Consultants for bridge plans.

 

Motion:  To Approve the Agreement between Lyon County, Kansas and BG Consultants, Inc. for the plans for the new

                bridge and new alignment on County Road P over the Cottonwood River, approved by KDOT for $178,900.00

                to be paid from Fund 033-00-7601.                                                                       Duft/Peck 3-0

Commissioner Martin:

  • Attended JEDAC meeting and Road & Bridge tour of the new buildings.
  • I plan to attend the RSVP recognition luncheon on Tuesday next week.
  • Monday is the Lyon County Extension Board meeting.
  • I will attend the RDA Appreciation meeting on Thursday.
  • Hartford Harvest Days is coming up this weekend.

 

Commissioner Peck:

  • On Tuesday I attended the Community Corrections meeting.
  • Attended the Road & Bridge project meeting.
  • Saturday is the Allen Veterans Festival.
  • October is breast cancer awareness month.

 

Commissioner Duft:

  • Attended the Road & Bridge
  • Sertoma Club Breakfast is Saturday.
  • Fair Board meeting is Monday.
  • Thursday is the Emergency Management Exercise.
  • I will attend the RDA Appreciation meeting.

Clerk Vopat:

  • Thank you to my staff for their excellent work during my absence.
  • The Lyon County valuation has been certified to the adjoining counties in the tax and levy process.

 

Counselor Priest:

  • Attended the Public Building Commission annual meeting.
  • Attended the JEDAC meeting.
  • Attended Road & Bridge luncheon.
  • Tech College Candidate forum is coming up.

 

Controller Williams:

  • Met with insurance brokers.
  • Attended Road & Bridge luncheon.

 

Public Hearing for the 2024 Lyon County Fire Departments, Library and Recreation budgets.  

 

Motion:  To Approve the 2024 Lyon County, Fire Districts, Library and Recreation Budgets.    Martin/ Duft 3-0         

 

Alicia Rumold and Vici Smith presented Commissioners with a request to consider a new service provider for employee assistance.  Commissioners gave direction to proceed with CuraLinc for employee assistance services.

 

Ryan Janzen presented Commissioners with a request to consider the purchase of copier machines for the Appraisers Office.

 

Motion:  To Approve the purchase and service agreement for two copy machines from Century Business Technologies

                in the amount of $10,220.39 to be paid from Fund 017-00-9022.                 Martin/Peck 3-0               

Motion:  To move to Legal Executive Session for confidential data exchange with Commissioners, Controller Williams,

                Alicia Rumold, and Counselor Priest, to return at 10:50 a.m.                         Martin/Duft 3-0

Meeting reconvened at 10:50 a.m.

 

Motion:  To move to Non-Elected Personnel Executive Session for personnel issue with Commissioners and Chuck

                Boyce, to return at 11:10 a.m.                                                                         Martin/Peck 3-0
