LYON COUNTY COMMISSION MINUTES

SEPTEMBER 7, 2023

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

Motion: To Approve accepting the resignation of Steve Willis affected October 4, 2023.            Martin/Duft 3-0

 

Matt Baysinger & Seth Snyder, Lyon County Highway Department, presented Commissioners with the quote from Terracon to perform the Geotechnical Engineering Services for the replacement of bridge FAS 60 on Road 70 West of Olpe for an estimated cost of $8,600.00 to be paid from the Special Bridge Fund 033-00-7601.

 

Motion: To Approve the contract from Terracon to perform Geotechnical Engineering Services for the replacement of

                bridge FAS 60 on Road 70 West of Olpe for an estimated cost of $8,600.00 to be paid from the Special

Public Hearing for the Revenue Neutral Rate for both Lyon County and Lyon County Library:  Commissioner Martin explained the process of the public hearing. The Revenue Neutral Rate for Lyon County being at 49.236 mills and the County Library at 1.200 mills.  No one commented.

 

Motion:  To Adopt Resolution 13-23, a Resolution of Lyon County, Kansas to Levy a Property Tax Rate Exceeding the

                 Revenue Neutral Rate.                                                                      Martin/Peck 3-0

 

Motion:  To Adopt Resolution 14-23, a Resolution of Lyon County Library, Kansas to Levy a Property Tax Rate

                Exceeding the Revenue Neutral Rate.                                              Peck/Martin 3-0

 

Reports

Commissioner Martin:

  • Attended JEDAC meeting on Wednesday.
  • Will attend the Lyon County Extension Board meeting.
  • Received an email about grant funding for fitness centers, Lyon County was on the priority list for these grants.

 

Commissioner Peck:

  • Attended the Work Study Session
  • Will attend the FHTC proposals presentation for expansion.

 

Commissioner Duft:

  • Attended the Work Study Session yesterday.

 

Deputy Jackson:

  • No report.

 

Counselor Priest:

  • Attended JEDAC meeting on Wednesday.
  • Will attend the FHTC proposals presentation for expansion.
  • No RDA meeting tomorrow

 

Controller Williams:

  • Attended JEDAC meeting on Wednesday.

Ryan Janzen, with the Lyon County Appraiser office offered a report that came from the Department of Revenue Property Valuation who does a review. Lyon County was found to be in full compliance with the scale. Out of 100 points Lyon County did receive all 100 points. Data is sent to them and is reviewed and made sure things are being done correctly. 

 

Public Hearing for the Lyon County 2024 Budget: Commissioner Martin explained the process of the public hearing. No one commented.

 

Commissioners discussed the 2024 Lyon County Budget.

Controller Williams explained the increase and the funds that increased. Commissioner Martin explained some of the increases in the budget and where and why they are needed. Infrastructure improvements, equipment, Law Enforcement and Road and Bridge are the some of the biggest factors. He explained increase of 8.5% from last years 53.280 mills to 57.783 mills this year. He explained that the library fund had an increase of 1.151. Commissioner Martin explained the process for coming to the final budget numbers. Commissioner Peck commented on the struggle keeping good employees, and needing to be competitive with benefits to those around us which also impacted the increase throughout any department. He also commented that the county does not have any bonds which is a good thing and helps in the factor of the budget.

Commissioner Duft commented on the struggle of how and where to cut the budget and how important the entities that the county helps. Some of the entities did not get all that they asked for, but the county was still able to help. Commissioners thanked Controller Williams and all the Department Officials for the work on the budget and being able to reduce it from 11.5 to 4.5.

Motion:  To move to Non-Elected Personnel Executive Session for hiring purposes with Commissioners and Counselor

                 Priest to return at 11:20 a.m.                                                                              Martin/Duft 3-0

Note: Counselor Priest will join Commissioners later in the session.
