LYON COUNTY COMMISSION MINUTES

AUGUST 31, 2023

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

 

Motion:  To Approve the Agenda as presented.                                                       Martin/Duft 3-0                                                             

Motion:  To Approve the Minutes of the 8-24-2023 meeting.                                 Duft/Peck 3-0

Motion:  To Approve Warrants Payable 9-1-2023 in the amount of $377,863.50.         Peck/Duft 3-0

Motion:  To Approve Payroll Payable for 9-1-2023 in the amount of $337,155.47.       Martin/Duft 3-0

Motion:  To Approve Payroll Withholdings Payable for 9-1-2023 in the amount of $250,713.02.        Martin/Peck 3-0

 

Appointments: Larry Rosenquist resigned as Treasurer for Jackson Township and Heather Adams has been appointed.                 

 

Personnel changes: No action taken.

 

Permits:  Deputy Jackson informed that the office issued 1 moving permit for Bin There Trucking.

 

Steve Willis, Lyon County Community Corrections, presented Commissioners with the FY 24 Carryover Budget (Adult KDOC and Juvenile KDOC Budgets).

 

Motion: To Approve the FY 24 Adult Carryover Budget for Community Corrections.         Peck/Martin 3-0

Motion: To Approve the FY 24 Juvenile Carryover Budget for Community Corrections.    Duft/Martin 3-0

Sharon Gaede, Lyon County Treasurer, discussed with Commissioners about the Treasurers office starting later the 3rd Wednesday of every month. The office would open to the public starting at 9am, to allow 1 hour for staff meetings. This would start September 20, 2023. Information will be coming and provided to the residents in many ways to inform them of this change.

 

Reports

Commissioner Martin:

  • Attended Fair board buyers’ appreciation dinner on Saturday.
  • Attended the Council on Aging meeting.
  • Will attend JEDAC meeting.
  • Attended Bob Wright’s retirement party.
  • Next week will be our public hearing for the RNR and budget for 2024.

 

Commissioner Peck:

  • Attended a Zoom meeting with Community Corrections on Tuesday.
  • Attended Bob Wright’s retirement party.

 

Commissioner Duft:

  • Attended the Fair board buyer’s appreciation dinner on Saturday.
  • Toured Road W7
  • Attended Bob Wright’s retirement party.

 

Deputy Jackson:

  • No report.

 

Counselor Priest:

  • Will attend JEDAC on Wednesday
  • Will attend FHTC presentation on Thursday afternoon.

 

Controller Williams:

  • Sales tax for the month is up.
  • Will attend JEDAC
  • Attended the Road and Bridge bi-weekly building update.

 

Public comment: No one present.

Motion:  To move to Non-Elected Personnel Executive Session for consideration for the HR Director with

                Commissioners, Sharon Gaede, Wendy Weiss, John Koelsch, Dan Williams, and Counselor

                Priest, to return at 10:20 a.m.                                        Martin/Duft

Meeting reconvened at 10:20 a.m. with information.

 

Motion:  To move to Non-Elected Personnel Executive Session for discussion for the HR Director

                Position with Commissioners and Vici Smith to return at 10:30 a.m.       Martin/Duft 3-0

Meeting reconvened at 10:25 a.m. with information.

 

Commissioner discussed having a work study session for next Wednesday.

There being no further business before the Board, the next Study Session will be Wednesday, September 6, 2023, at 8:30 a.m. The next Action Session will take place on September 7, 2023, at 9:00 a.m. in the Commission Chambers.
