LYON COUNTY COMMISSION MINUTES

AUGUST 3, 2023

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

 

Motion:  To Approve the Agenda as presented.                           Martin/Duft 3-0

 

Motion:  To Approve the Minutes of the 7-27-23 meeting.           Duft/Peck 3-0

 

Motion:  To Approve Warrants Payable 8-4-2023 in the amount of $514,056.56.                 Peck/Duft 3-0

 

Motion:  To Approve Payroll Payable 8-4-2023 in the amount of $332,378.11.                     Martin/Duft 3-0

 

Motion:  To Approve Payroll Withholdings Payable 8-4-2023 in the amount of $240,127.93                  Martin/Duft 3-0

Appointments:  no action taken.

 

Motion:  To Approve canceling outstanding warrants 12 months and older as attached, numbered from 70848 to 71872

                totaling $1,168.36.                                               Martin/Peck 3-0

 

Motion:  To Approve canceling outstanding warrants 12 months and older as attached, numbered from 212270 to

                313493 totaling $2,488.14.                                 Martin/Duft 3-0

Personnel changes: To Approve Accepting Personnel changes as listed.                   Peck/Duft 3-0

 

Permits:  Deputy Jackson informed Commissioner that 4 moving permits were issued last week to Argee

                 Transportation.

 

Roxy Van Gundy presented Commissioners with a request to consider the invoice from ESRI and Motorola Solutions for the Lyon County Emergency Communications Center.  Both invoices have multiple agencies that are in the process of being invoiced and reimbursing Lyon County for their part in the amounts.

 

Motion:  To Approve the invoice from ESRI in the amount of $5,356.25 to be paid from Fund 010-28-7600 for mapping

                services.

Motion:  To Approve the invoice from Motorola Solutions in the amount of $58,650.00 to be paid from Fund

                019-00-7600.

Note: This bill is also shared with multiple agencies and paid for by 911 fund.

Chip Woods and Seth Snyder presented Commissioners with a request to consider the purchase of casing.

 

Motion:  To Approve the purchase of approximately 1,000 feet of used 16” casing at $29.77/ft. from Gateway

                Steel and Pipe Supply, LLC of O’Fallon, IL for an estimated total of $29,770.00 to be paid from Fund

                011-00-8223.                                                                                         Peck/Duft 3-0

Commissioner Duft:

Deputy Jackson:

Counselor Priest:

  • Attended the JEDAC meeting on Wednesday.
  • Attended the Friends of 4-H Dinner last week.

 

Controller Williams:

  • Attended JEDAC meeting on Wednesday.
  • Attended Road & Bridge Bi-Weekly meeting.
  • Met with City Officials.

Harold Mayes presented Commissioners with the results of the 2022 Lyon County Audit Report.

 

Motion: To Approve to Accept the Audit Report for 2022 for Lyon County.       Martin/Duft 3-0

 

Public comment: No one present.

 

Break from 9:55 to 10:05am.

 

Shane Brunner presented Commissioners with a request to consider out of state travel for the 2023 Midwest Conference from September 6-8, 2023.

 

Commissioners gave direction for Shane Brunner and Transit Manager Janice Arb to attend Midwest Conference on September 6-8, 2023, the travel out of state to Kansas City, MO.

Note: All expenses are 80% reimbursed from KDOT.

                                                                                                                                                                                               

Controller Williams presented Commissioners with a request to consider the annual agreement with the county tax software company.

 

Motion:  To Approve the Annual Peopleware Agreement renewal with Computer Information Concepts in the amount of

                $50,050.00 to be paid from Fund 017-00-9015.                                                     Martin/Peck 3-0
