The Board of the Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Motion: To Approve the Agenda as presented. Martin/Duft 3-0
Motion: To Approve the Minutes of the 7-20-2023 meeting. Duft/Peck 3-0
Motion: To Approve Warrants Payable 7-28-2023 in the amount of $177,650.44. Peck/Duft 3-0

Commissioners discussed a letter of support for the Overlander Road KDOT project.
Motion: To Approve signing a Letter of Support for the Overlander Road KDOT Eco-Devo Application.

Commissioner Martin:
- Attended the Council on Aging meeting.
- Next Wednesday is the JEDAC meeting.

Clerk Vopat:
- The RNR Notices have been sent to the printer and will be mailed next week.
Counselor Priest:
- I will attend JEDAC.
Controller Williams:
- Met with insurance consultants.
- Sales tax numbers are up.
Sam Seeley presented Commissioners with a request to consider an application for a quarry.
Motion: To Adopt Resolution 11-23, a Resolution granting a Conditional Use Permit (CUP) in a certain area in Lyon
County for a “Quarry” and amending the County regulating plan map as adopted by Resolution 02-21, as
amended, of Lyon County, Kansas, to conform with said Conditional Use Permit. Martin/Duft 3-0
Motion: To Adopt Resolution 12-23, a Resolution Amending Sections 6 (six) and 7 (seven) of the Lyon County
Zoning (LC-Z) Regulations, as amended, adopted by Resolution 02-21 of Lyon County, Kansas. And
incorporating by reference the “July 2023 Text Amendments”: as presented pursuant to K.S.A.
12-749. Peck/Duft 3-0
Public comment: Tagan Trahoon commented on the successful SOS Strong Campaign fundraiser which exceeded goals.

Motion: To move to Non-Elected Personnel Executive Session for evaluation with Commissioners and Robbie Weiss,
