LYON COUNTY COMMISSION MINUTES

JULY 20, 2023

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

 

Motion:  To Approve the Agenda as presented.                                                                            Martin/Duft 3-0

 

Motion:  To Approve the Minutes of the 7-13, 2023 meeting.                                                    Duft/Peck 3-0

 

Motion:  To Approve Warrants Payable 7-21-2023 in the amount of $700,049.89.                 Peck/Duft 3-0   

Note: Medical bill for prisoners is the county responsibility.

 

Motion:  To Approve Payroll Payable 7-21-2023 in the amount of $ 359,845.69.                    Martin/Duft 3-0

 

Motion:  To Approve Payroll Withholdings Payable 7-21-2023 in the amount of $ 525,598.73.    Martin/Duft 3-0

Appointments:  no action taken.

 

Chuck Boyce, Lyon County I.T., discussed with the Commissioners about the Rotation. Explaining that this is for 43 computers and all the accessories. He explained the process and how well the rotating replacement is working and what is done with the computers that are being replaced.

 

Motion:  To Approve the Annual Personal Computer Replacement Rotation for 43 computers for a total of $36,236.13 to

                CDW-G to be paid from Fund 017-00-9001.         Peck/Duft 3-0                                                                                   

Personnel changes:  no action taken.

 

Permits:  Deputy Jackson presented a CMB license for Ignacia Velazquez to use on July 29-30, 2023.

 

Motion: To Approve the CMB Special Event License to Ignacia Velazquez to be used on July 29-30, 2023.

Commissioners discussed the Lyon County 2024 Budget.

 

Motion: To Approve Resolution 10-23, A Resolution of the County of Lyon, Kansas, To Levy a Property Tax Rate

               Exceeding the Revenue Neutral Rate.                                   Martin/Duft 3-0

Motion: To Approve for The Governing Body of Lyon County Library, Hereby Notifies the Lyon County Clerk of

               Intent to Exceed the Revenue Neutral Rate.                          Martin/Duft 3-0

 

Motion: To Approve publishing the Proposed Budget Summary and Notice of Hearing to take place on

               September 7, 2023, at 10:00am.                                            Peck/Duft 3-0

 

Motion: To move to Non-Elected Personnel Executive Session with Commissioners, Counsel Molly Priest,

               Public Relations Vicki Smith, and Jim Brull for discussion of an individual employee matter, to return

               on or before 9:45 am.                                                            Martin/Duft 3-0

Steve Willis presented Commissioners with a request to consider the 2023 Final Budget Reports for Adult KDOC and Juvenil KDOC budgets.

 

Motion: To Approve the line-item Approval in the amount of $8,270.00 for the Adult KDOC.

Motion: To Approve FY-23 Adult Workbook and Year End Report to submit to KDOC.

               Peck/Martin 3-0

 

Motion: To Approve FY-23 Juvenile Workbook and Year End Report to submit to KDOC.

               Duft/Martin 3-0

 

Motion: To Approve the FY-23 Reinvestment workbook to submit to KDOC.   Duft/Martin 3-0

 

Shane Brunner presented Commissioners with a request to consider purchasing a new transit composite bus.

 

Motion: To Approve the purchase of a transit composite bus for LCAT from Midwest Transit Equipment in the amount

               of $91,574.00 to be paid from Fund 017-00-9007.

Note:  90% to be reimbursed from KDOT leaving the county the net of $9,157.40.

Commissioner Martin:

  • Will attend the Council on Aging Monday Afternoon in the Annex.
  • Discussed the Dust Control Program with Road & Bridge was provided with information.

 

Commissioner Peck:

  • No Report.

 

Commissioner Duft:

  • Attended the Road & Bridge building update and walk through on Tuesday.
  • July 27 is the 4-H Family Picnic.

 

Deputy Clerk Jackson:

  • No Report.

 

Counselor Priest:

  • No Report.

 

Controller Williams:

  • Attending the Road & Bridge update Meeting on Tuesday

 

Motion:  To move to Non-Elected Personnel Executive Session with Commissioners only for discussion of evaluations to

                return at or on 10:50 am.                                 Martin/Duft 3-0

Motion:  To move to Non-Elected Personnel Executive Session with Commissioners and Counselor Priest, Dan Williams,

                Wendy Weiss, Sharon Gaede, John Koelsch, and Jim Brull for discussion with the HR Committee to return at or
