LYON COUNTY COMMISSION MINUTES
JULY 6, 2023
The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:
Rollie Martin, Chairman Ken Duft, Commissioner

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as presented. Martin/Duft 2-0
Motion: To Approve the Minutes of the 6-29-2023 meeting. Duft/Martin 2-0
Motion: To Approve Warrants Payable 7-7-2023 in the amount of $900,380.70. Duft/Martin 2-0
Motion: To Approve Payroll Payable 7-7-2023 in the amount of $344,679.30. Martin/Duft 2-0
Motion: To Approve Payroll Withholdings Payable 7-7-2023 in the amount of $250,445.32.

Appointments: no action taken.
Personnel changes: Human Resources Director Janice Huffman has resigned.
Clerk Vopat presented Commissioners with information related to the mileage reimbursement rate.
Motion: To Approve the Lyon County mileage reimbursement rate of .655 cents per mile to mirror the state
reimbursement rate effective 7-6-2023. Duft/Martin 2-0
Motion: To move to Non-Elected Personnel Executive Session with Commissioners and Counselor Priest
for Human Resources Director discussion, to return at 9:30 a.m. Martin/Duft 2-0
Meeting reconvened at 9:28 a.m.
Chip Woods presented Commissioners with a request to consider installing flashing stop signs.
Motion: To Approve installing flashing stop signs at 4th Ave and Main Street in the City of Allen.

Note: This request has been approved by the Emporia/Lyon County Joint Traffic Safety Committee.
Public comment: no on present.
Reports
Commissioner Martin:
- Attended the JEDAC meeting Wednesday.
- Extension Board meeting is Monday.
- There will be a Study Session next Wednesday, July 12th at 9:00 a.m.
Commissioner Duft:
- Monday is the Fair Board meeting.
Clerk Vopat:
- No report.
Controller Williams:
- JEDAC meeting was yesterday.
- I will attend the Fair Board meeting.
Counselor Priest:
- Attended the JEDAC meeting.
- No RDA meeting next week.
Motion: To move to Non-Elected Personnel Executive Session with Commissioners, Janice Huffman, Vici Smith, to
discuss human resources position, to return at 10:15 a.m. Martin/Duft 2-0

There being no further business before the Board, the next Study Session will take place on Wednesday July 12th at 9:00 a.m. and the Action Session will take place on July 13, 2023, at 9:00 a.m. in the Commission Chambers.
