LYON COUNTY COMMISSION MINUTES

MAY 4, 2023

 

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

 

Motion:  To Approve the Agenda as presented.                                                                    Martin/Duft 3-0

Motion:  To Approve Warrants Payable for 5-5-2023 in the amount of $342,881.74.        Peck/Duft 3-0

Reports:

Commissioner Martin:

  • I attended the JEDAC meeting at the chamber on Wednesday morning.
  • Next Monday will be the Lyon County Extension Board meeting.
  • There will be a work study session next Wednesday. We will meet at 9:00 a.m. at the Flint Hills Technical College for a facilities tour.  At 10:30 a.m. we will gather back at the Commission Chambers for a Road & Bridge tour of Road 170.  We will adjourn at approximately 12:00 noon.  Notice will go out to the public next Monday.
  • I worked to help a vendor for skid loaders. I got him some correct information on how we recently purchased a skid loader.

 

Commissioner Peck:

  • No Report.

 

Commissioner Duft:

  • I will attend the Fair Board meeting on Monday night.
  • Next Wednesday I will be here for the work session.

 

Deputy Clerk Torres:

  • No Report.

 

Counselor Priest:

  • No Report.

 

Controller Williams:

  • Sales tax numbers are up.
  • I will attend the Fair Board meeting on Monday.

 

Motion:  To move to amend the agenda by moving the Non-Elected Personnel Executive Session with Commissioners

                and Asst. County Counselor Halleran to now, to return at 9:30 a.m.                                     Martin/Peck 3-0

Meeting reconvened at 9:30 a.m.

 

Chip Woods presented Commissioners with a request to consider approving the quote of Nortex Concrete Lift & Stabilization of Fort Worth, TX, to lift and stabilize the approaches to the Neosho River Bridge on Road 175.  Also, there was discussion on grading the railroad crossing at Road G where the railroad is improving the crossing.  The BNSF crews will be doing their own maintenance at this crossing.  If there is interest in resurfacing the road approaches, the county can avoid additional cost for rail flagging while BNSF crews are on site as BNSF will have their own flaggers.  The Commission gave direction to the County Engineer to proceed with the upgrading of the approaches.

 

Motion:  To Approve the quote of Nortex Concrete Lift & Stabilization of Fort Worth, TX, to lift and stabilize the

                approaches to the Neosho River Bridge on Road 175 with high density polyurethane foam for an

                estimated amount of $30,420.00 to be paid from the Special Bridge Fund 033-00-7653.    Martin/Peck 3-0

FIRE ALARM at 10:00 a.m.!  All clear, returned at 10:15 a.m.

 

Jeff Cope presented Commissioners with information concerning the process of starting up a Drone program.  He made a request to consider approving the purchase of drones & training for deputies to operate drones safely for a total of $26,000.00.  The large drone would possibly be purchased from Seiler Design Solutions and the smaller drones would possibly be purchased from Amazon.  Sheriff Cope noted that of the previous amount stated, $4,500.00 would be used to train about 8 members of his staff to be pilots of the drones.  This program is to be utilized for search and rescue, suspect apprehension and scene documentation.  Sheriff Cope stated that County Attorney Marc Goodman has offered to pay $5,000.00 to help assist for cost of this program, to come out of fund 085-00-7686.  The remaining cost of this program is to be paid by the Sheriff’s Department from fund 084-00-9001.  It was stated that since drug forfeiture funds will be used to finance this program, no tax dollars will be utilized for this program.  The Commission gave direction to the Sheriff to follow through on this purchase.
