The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Motion: To Approve Warrants Payable for 3-3-2023 in the amount of $134,949.98. Peck/Duft 3-0
Motion: To Approve Payroll Payable for 3-3-2023 in the amount of $338,206.71. Martin/Duft 3-0
Motion: To Approve Payroll Withholdings for 3-3-2023 in the amount of $245,429.30. Martin/Duft 3-0
Appointments: Commissioners discussed appointments.
Personnel changes: Commissioners reviewed personnel changes.
Motion: To Approve Payroll Authorization Changes as presented. Martin/Peck 3-0
Permits: no action taken.
Kitty Hamilton and Patricia Nelson, North Central Flint Hills Area Agency on Again, presented Commissioners with a request to consider a Proclamation for Recognition of AmeriCorps Senior RSVP Volunteer in Lyon County. Patricia also gave a report on the Retired Senior Volunteer Program, RSVP. A total of 2991.17 volunteer hours offered by Lyon County residents with a total value of $88,705.00. Commissioners thanked the RSVP Volunteers for their service!
Motion: To Approve signing the AmeriCorps Week March 12-18, 2023, Proclamation for Recognition of AmeriCorps Senior RSVP Volunteer in Lyon County. Martin/Duft 3-0

Chip Woods, Lyon County Engineer, presented Commissioners with a request to consider the Emulsion Bids received for our 2023 projects so we can get the emulsion from any of the vendors as we need it. He also presented them with a request to consider a quote from Terracon to perform the necessary inspection and testing for the new shop and bridge building for an estimated $29,677.00.
Motion: To Approve all the Emulsion Bids received for the Lyon County Road & Bridge Department 2023 projects. Martin/Peck 3-0
Motion: To Approve the quote from Terracon to perform the necessary inspection and testing for the new shop and bridge building for an estimated $29,677.00 to be paid from Fund 044-00-9026. Duft/Peck 3-0
Vicki Smith, Lyon County Public Relations Manager, presented Commissioners with a request to consider external and internal social media policies and information request regarding verification of media sites.
Motion: To Approve the Lyon County External and Internal Social Media Policies.

Public Comment: Roxy Van Gundy presented information on Hero’s for Hope campaign to support SOS. Tagan Trahoon thanked Roxy Van Gundy for her work she does for SOS.
Shane Brunner, LCAT Director, presented Commissioners with a request to consider the quote from C. Allen For your Doors for a replacement garage door for the Bus Barn in the amount of $9,415.50 to be paid from account 010-63-7647.

Note: The State of Kansas will reimburse this purchase of approximately 80%.
Motion: To move to Non-Elected Personnel Executive Session for personnel matters with Commissioners, Sam Seeley, and Ryan Janzen, to return at 10:15 a.m. Martin/Duft 3-0

Commissioner Martin:
- I attended the Council on Aging meeting.
- I attended the JEDAC meeting on Wednesday.
Commissioner Peck:
- I was invited to attend the breakfast fund raiser for the Boy Scouts of America.
- I will attend the Lion’s Club breakfast.
Commissioner Duft:
- Saturday I will attend the Lions Club breakfast.
Clerk Vopat:
- I along with my Deputy Clerk will attend Sanborn training in Wichita next week on Wednesday through Friday.
Counselor Priest:
- No report.
Controller Williams:
- Sales tax numbers are up.
- I will attend the Ignite Emporia meeting.
Motion: To move to Legal Executive Session for confidential data with Commissioners, Counselor Priest, Counselor Halleran and Controller Williams, to return at 10:45 a.m. Martin/Peck 3-0

Tobey Kelly, Lyon County Sheriff’s Office, presented Commissioners with a request to consider the purchase of patrol vehicle cameras from Motorola Solutions for a total of $8,705.00 and also, the purchase of servers for the patrol vehicle cameras from Motorola Solutions for a total of $18,330.00.
Motion: To Approve the purchase of patrol vehicle cameras from Motorola Solutions for a total of $8,705.00 to be paid from account 017-00-9013. Peck/Duft 3-0
Motion: To Approve the purchase of EL5 Software and Rack Server from Motorola Solutions in the amount of $18,330.00 to be paid from Fund 017-00-9013. Peck/Duft 3-0
