The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Motion: To Approve appointing Brandon Nelson to the Lyon County Fair Board for a term expiring December 31, 2025.

County Counselor Priest presented commissioners the Memorandum of Understanding with the City of Emporia on firework fees, and explained the memorandum details to them.
Motion: To Approve the Memorandum of Understanding with the City of Emporia on firework fees.

Personnel changes: Commissioners reviewed personnel changes.
Permits: no action taken.
Amy Welch, Lyon County Noxious Weed, presented Commissioners with considering to approve and sign the 2024 Lyon County Noxious Weed Annual Management Plan and the 2022 Annual Noxious Weed Report.
Motion: To Approve and sign the 2022 Annual Noxious Weed Report.

Chip Woods, Lyon County Engineer, and Josh Stevenson presented Commissioners with approving the quote from Nextran Truck Centers in Kansas City, Missouri for a 2023 Mack Granite Dump Truck with a Warren Dump Body, Warren Sander, and a Henke Snow Plow for a total of $242,083.00 to be paid from the Multi-Year Fund; approving the quote from Foley Equipment Company for a 2023 CAT 299D3XE Skid steer at the Sourcewell amount of $123,530.00 to be paid from the Multi-Year Fund; approving encumbering an additional $59,000.00 to KDOT Fiscal Services for Lyon County Project Number 21-34, the Bridge Replacement over Troublesome Creek on County Road J, KDOT Project Number 056-C-5145, from the Road & Bridge Fund.

Jeff Cope, Lyon County Sheriff, presented Commissioners with the contract for animal quarantine service. Sheriff Cope presented this agreement between Raise Your Paws LLC & Lyon County, Kansas for Animal Shelter Services.

Ryan Janzen, Lyon County Appraiser, presented Commissioners with a report of Lyon County 2023 Valuation Trends and Mailing of 2023 Changes of Value Notice.
Robbie Weiss, Lyon County Facilities, and Jarrod Mann from BG consultants presented Commissioners with approving the bid for temperature controls for the Law Enforcement Center.
Motion: To Approve the bid from Modern Air, in the amount of $300,634.00 to replace the temperature controls for the Law Enforcement Center to be paid for by fund 017-00-9021.

Molly Priest, Lyon County Counselor, presented Commissioners with approving a Resolution Authorizing Foreclosure of Tax Liens and Sale of Real Property for Collection of Delinquent Taxes.
Motion: To Approve Resolution 02-23 Authorizing Foreclosure of Tax Liens and Sale of Real Property for Collection of Delinquent Taxes in Lyon County.
