Motion: To Approve Warrants Payable 10-22-2021 in the amount of $157,615.63. Peck/Briggs 3-0

Motion: To Approve Payroll Payable 10-22-2021 in the amount of $596.52. Martin/Briggs 3-0

Motion: To Approve Payroll Withholdings Payable 10-22-2021 in the amount of $268.01.

Commissioners discussed a request to consider a letter of support for the Emporia Presbyterian Manor for a Kansas Department of Transportation F-21 Grant Application for assistance with operating and capital expenses.

Motion: To Approve the Letter of Support for a F-21 Grant Application for the Emporia Presbyterian Manor for assistance with operating and capital expenses. Martin/Briggs 3-0

Commissioners discussed the current Board Appointment List for 2021 for Lyon County.
Chip Woods, County Engineer, presented Commissioners with a quote from 4 Rivers Electric Cooperative for $9,500.00 to move a service line for our Project 18-37 to be paid from the Special Bridge Fund [003-00-7280].

Motion: To Approve the quote from 4 Rivers Electric Cooperative for $9,500.00 to move a service line for our Project 18-37 to be paid from the Special Bridge Fund 033-00-7280. Briggs/Peck 3-0

Reports
Commissioner Martin:
• I will attend the meeting with the Lyon County Department on Aging.

Commissioner Briggs:
• I received a lot of call on the broadband issue.

Commissioner Peck:
• No report.

Clerk Vopat:
• Saturday voting went very well. We had 139 voters that day. Early voting started this Monday in the Election Office.
• I attended the Kansas Association of Counties Annual Conference in Kansas City this week.
• The Canvass is on Tuesday, November 9th at 9:00 a.m.

Counselor Goodman:
• I attended the RDA meeting.

Motion: To move to Legal Executive Session for confidential data exchange with Commissioners, and Counselor Goodman, to return to commission chambers at 10:45 a.m. Martin/Peck 3-0
