The Lyon County Library representatives Anita Westcott, Americus Township, Nicki Plankington, North Lyon County and Catrina Menard, Elmendaro Libraries presented Commissioners with their 2022 budgets.

Motion: To Amend the Agenda to allow for a Non-Elected Personnel Executive Session to discuss matters related to personnel with Commissioners, Counselor Halleran and Counselor Goodman, to return at 9:23 a.m. in the Commission Chambers. Martin/Briggs 3-0

Roxanne Van Gundy presented Commissioners with a request to attend a national conference in Columbus, OH. National Emergency Number Association.

Motion: To Approve Roxanne Van Gundy attending the National NENA Conference in Columbus, OH, July 25-29th. Travel and expenses not to exceed $2,800.00 to be paid from Funds 019-00-7410 and 019-00-7420. Briggs/Peck 3-0

Public comment: Melissa McAllister commented on the Interlocal Agreements. Melissa presented several documents. Melissa’s concern is there is no opportunity for public comment. She would like to be on the agenda to discuss these concerns during the commission meeting. Sarah Henry commented the Metropolitan Area Board does exist, but Counselor Halleran stated earlier that it did not exist. Sarah asked what the commission has to gain in not including the public. Sarah stated this is not representation of the public. Deanne Howell commented on the Interlocal Agreement and did not think the commissioners were representing the voters in Lyon County. William Henry commented he had been following the zoning issues and feels the commission is not being responsive enough.

Robin Newell and Alex Laskowski presented Commissioners with the Emporia Public Library 2022 budget request.

Jarrod Fell presented Commissioners with a request to consider extending the Local Emergency Declaration for 28 days ending on July 1, 2021.

Motion: To Approve extending the Lyon County Local Emergency Declaration to expire July 1, 2021.

Dan Williams presented Commissioners with a request to consider appropriations for Emporia State University and Flint Hills Technical College. Commissioners discussed the benefits of providing the appropriation for the students. The funds are sales tax dollars being used for the appropriation for the investment in the community.

Motion: To Approve the appropriation payment of $250,000.00 to Emporia State University to be paid from Fund 017-00-9811. Briggs/Martin 3-0

Teresa Briggs presented Commissioners with an update on Food and Farm Council and requested the Lyon County Fairgrounds be tobacco free. Teresa provided posters and handouts to help promote fresh food opportunities and other resources for the community. Future focus on teaching composting food, surveying the public and food stores. Teresa also presented Commissioners with a request to consider making the Lyon County Fairgrounds tobacco free. She would like to follow up Commissioners at a later date to discuss wording to be considered.

Commissioner Martin:
• I attended the Veteran’s Memorial Services.
• Attended the JEDAC meeting on Tuesday.
• There will not be a Study Session next week.

Commissioner Peck:
• I attended the Veteran’s Memorial Services.

Commissioner Briggs:
• I also attended the Veteran’s Memorial Services.
• Congratulations and thank you to City Manager Mark McAnarney on his retirement announcement.

Clerk Vopat:
• I received the State Assessed Utility Valuation Certification and working on certifying values to adjoining counties, the state abstract and compiling the budget estimates for the districts.

Controller Williams:
• Working on budgets.

Counselor Goodman:
• Submitted budget to Controller Williams.
• Attended JEDAC meeting by zoom.
