                        JOB DESCRIPTION

 

JOB TITLE:  CONTROLLER                  ORIGIN DATE:  JAN 2005

DEPARTMENT:  Finance/PAYROLL                   DEPT NO.  10-16

 

  1. JOB SUMMARY:   This is an exempt position.  The Controller will report directly to the Board of County Commissioners.  The Controller will have direct oversight authority on budget, accounting, investments, data processing and payroll.  This position will act as an internal auditor, and will be responsible for the timely delivery of financial services through cooperative partnerships with departments and agencies.  The Controller will oversee financial matters that are vital to the functioning of the county.

 

PRIMARY DUTIES:

  1. Annual budget preparation and administration;
  2. Review accounts payable;
  3. Review accounts receivable;
  4. Employee health and benefit administration, and worker’s compensation administration;
  5. Monitor fund balances;
  6. Oversee the bi-weekly payroll and the payroll reporting function; be able to process payroll on an emergency basis; and assist with journal entries as needed;
  7. Oversee the County’s Investment Portfolio with the County Investment Officer pursuant to theCountyCommission’sCountyPolicy
  8. Oversee the Data Processing function for the County

 

I.            Conduct a review of the financial system of the County to insure that obligations in administering grant monies are at least on a minimal standard of compliance.   Assure that corrective entries are made, provide training and answer questions regarding grant reporting.

J.            Attend weekly Commission meetings.

SECONDARY DUTIES:

  1. Advise the board of county commissioners concerning proposed policies, programs and plans aimed at addressing overall county needs for review, revision and approval by the board.
  2. Assist the board in the compensation, of all appointed administrative officers and elected officials as needed.
  3. In conjunction with the board of county commissioners, prepare the meeting agenda of the board.
  4. Coordinate the administrative services of county departments and agencies, offices of elected officials, advisory and governing boards appointed by the board of county commissioners.
  5. Assist the board in coordinating county programs and operations with other local governmental units, non-governmental entities, federal and state governments and other governmental entities.
  6. Assist the board of county commissioners in monitoring and provide regular reports to the board concerning adherence by county departments to the personnel, purchasing, budget, accounting and other administrative policies of the board.
  7. Perform such other duties as shall be lawfully delegated by the board of county commissioners.
  8. Other duties assigned by the board of county commissioners.

QUALIFICATIONS:  A degree preferred in the following fields of study:  Accounting, Business Administration, Public Administration or related fields with 5 years of experience.  Must be Proficient in Microsoft Office applications.

Must have a valid Kansas Driver’s License. Must pass pre-employment physical and drug screening.  Must be bondable.  Must have the ability to receive, interpret and follow verbal and written instructions.  Required to read, write and speak English with the ability to speak a foreign language helpful.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:

  1. Working Conditions:  No adverse working conditions in the Courthouse. May be subject to less than desirable environments. May have to travel in adverse weather conditions.  Subject to emergency call-in.

B.   Physical Requirements:  Requires sufficient visual acuity to be able to read, write and operate equipment common to this position.  Requires sufficient hearing level to be able to effectively communicate with people directly or by telephone. Occasionally required to lift items weighing up to 40 pounds to a height of 60 inches.
