LYON COUNTY COMMISSION MINUTES
MAY 25, 2023
The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Motion: To Approve the Agenda as presented. Martin/Duft 3-0
Motion: To Approve the consent agenda as follows:

Motion: To Approve Warrants Payable 5-26-23 in the amount of $520,203.39. Peck/Duft 3-0
Motion: To Approve Payroll Payable 5-26-2023 in the amount of $335,149.31. Martin/Duft 3-0
Motion: To Approve Payroll Withholdings Payable 5-26-2023 in the amount of $507,818.34.

Shane Brunner and Seth Snyder presented Commissioners with a request to consider a proclamation for Walk, Run & Bike week.
Motion: To Proclaim May 31st – June 4th, 2023, as Walk, Run & Bike Week in Lyon County, Kansas.
Duft/Martin 3-0
Shane Brunner presented Commissioners with a request to consider the price changes for LCAT.
Motion: To Approve the price changes for Lyon County Area Transportation services to begin
July 1, 2023. Peck/Duft 3-0
Reports
Commissioner Martin:
- I attended the Council on Aging meeting.
- I plan to attend the Memorial Services.
- Next week we will have a study session.
Commissioner Peck:
- I plan to attend the Memorial Services.
Commissioner Duft:
- I plan to attend the Memorial Services.
Clerk Vopat:
- Working on the budget estimates for the districts. I will receive the state assessed valuation on June 1st then continue with the process of getting valuation estimates to the districts.
Counselor Priest:
- RDA will meet on June 9th.
Controller Williams:
- Attended the Road & Bridge project meeting.
Break at 9:33 until 9:45 a.m.
Public comment: no one present.
Motion: To Amend the Agenda to allow for a Non-Elected Personnel Executive Session with Commissioners and
Counselor Priest for employee discussion, to return at 10:05 a.m. Martin/Duft 3-0
Meeting reconvened at 10:05 a.m. with information.
Ty Wheeler presented Commissioners with a request to consider the Kansas Legal Services 2024 Budget appropriation of $15,000.00.
Motion: To move to Non-Elected Personnel Executive Session with Commissioners and Amy Welch for
employee evaluation, to return at 10:40 a.m. Martin/Duft 3-0
Meeting reconvened at 10:40 a.m.
Ryan Janzen presented Commissioners with a report on the 2023 Certification of Assessed Values for Real Estate, Personal Property and Oil & Gas. Real estate valuation increased 12.2% overall, personal property was increased by 9.4% increase and oil & gas increased 11%.
Motion: To Adjourn. Martin/Duft 3-0
There being no further business before the Board, the next Study Session will take place on Wednesday, May 31, 2023, and the Action Session on June 1, 2023, at 9:00 in the Commission Chambers.
