MAY 11, 2023
The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as presented. Martin/Duft 3-0
Motion: To Approve the Minutes of the 5-4-2023 meeting. Duft/Peck 3-0
Motion: To Approve Payroll Payable 5-12-2023 in the amount of $338,328.92. Martin/Duft 3-0
Motion: To Approve Payroll Withholdings Payable 5-12-2023 in the amount of $246,414.43. Martin/Duft 3-0
Motion: To Approve Warrants Payable 5-12-2023 in the amount of $203,106.34. Peck/Duft 3-0
Appointments: Dr. Charisse Symmonds has retired from the Newman Regional Health Board.
Personnel changes: Commissioners reviewed personnel changes.
Motion: To Approve the Payroll Authorization Changes as presented. Martin/Peck 3-0
Permits: Clerk Vopat presented two applications for a Cereal Malt Beverage Special Event Permit from Ignacia Velazquez on May 13th and May 20th.

Tobey Kelly presented Commissioners with a request to consider paying the invoice for a 2023 Chevy Silverado Crew Cab in the amount of $50,500.00 to be paid from Fund 017-00-9016.
Motion: To Approve the invoice from Traffic Control Services, Inc., for a 2023 Chevy Silverado Crew Cab in
the amount of $50,500.00 to be paid from Fund 017-00-9016. Peck/Duft 3-0
Chip Woods presented Commissioners with a request to consider weight limits for a bridge and to discuss applying for the KLBIP Program to replace Bird Bridge on Road P. Commissioners gave direction to apply for the KLBIP Program to replace the Bird Bridge on Road P over the Cottonwood River. Estimated total project cost is $3.4 million with the County share approximately $750,000.00.
Motion: To Adopt Resolution 08-23, a Resolution establishing a weight limit on certain bridges in Lyon County,
Kansas Pursuant to K.S.A. 19-101, 8-2002 and 8-19112. Martin/Duft 3-0
Reports
Commissioner Martin:
- I attended the Lyon County Extension Board meeting last night.
- Participated in the Flint Hills Technical College tour and toured Road 170.
- Received calls related to disposal of hazardous waste.
Commissioner Peck:
- I also toured the Flint Hills Technical College and toured Road 170.
- I met with B&G Consultants regarding the Road & Bridge Project.
- Tomorrow is the RDA meeting.
Commissioner Duft:
- Attended the Fair Board meeting.
- I also toured the Flint Hills Technical College and toured Road 170.
Clerk Vopat:
- I attended the Kansas County Clerks & Election Officials Association annual conference last week in Topeka along with Deputy Amie Jackson. Deputy Jackson was recognized for earning her Master Clerk designation with the association. Training was provided by Secretary of State, Scott Schwab and State Election Director, Bryan Caskey.
Counselor Priest:
- No report.
Controller Williams:
- Attended the Fair Board meeting on Monday.
- Attended the update meeting for the Road & Bridge Project.
Public comment: no one present.
Break from 9:50 a.m. to 9:58 a.m.
Dan Williams presented Commissioners with a request to consider the Brown & Brown Contract for the Lyon County insurance broker. Commissioners discussed the benefits of the contract and gave direction for Controller Williams to sign the contract.
Motion: To Approve the contract between Brown & Brown and Lyon County, Kansas for broker services in the
amount of $40,000.00 to be paid from Fund 010-18-7600. Duft/Martin 3-0
Janice Huffman presented Commissioners with a request to discuss prices for drug testing and related services and increased costs.
Motion: To move to Non-Elected Personnel Executive Session for evaluation with Commissioners and Amy
Welch, to return at 10:35 a.m. Martin/Duft 3-0
