LYON COUNTY COMMISSION MINUTES

APRIL 20, 2023

 

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

 

Motion:  To Approve the Agenda as presented.                                                                     Martin/Duft 3-0

 

Motion:  To Approve the Minutes of the 4-13-2023 meeting.                                                 Duft/Peck 3-0

 

Motion:  To Approve Warrants Payable 4-21-2023 in the amount of $1,369,302.57.            Peck/Duft 3-0

 

Appointments:  no action taken.

 

Personnel changes:  Commissioners reviewed personnel change authorizations.

 

Permits:  no action taken.

 

Pauline Stacchini presented Commissioners with a request to consider a proclamation for National Library Week.

 

Motion:  To Proclaim April 23-29, 2023, as National Library Week in Lyon County, Kansas.             

               Counselor Halleran read the proclamation into record.                                                      Martin/Peck 3-0

 

Chip Woods presented Commissioners with a request to consider a quote for used casing.

 

Motion:  To Approve the quote from Frank Black Pipe & Supply for 12”, 14” and 16” used casing in the amount of

                $30,813.00 to be paid from Fund 011-00-8223.                                                    Martin/Duft 3-0

 

Reports

Commissioner Martin:

  • The Emporia Public Library will be assisting seniors.
  • Council on Aging meeting is next week.
  • Newman Regional Health Board meeting is Wednesday.
  • Memorial service for Dee Davis is today. Condolences to Bob Davis and family.

 

Commissioner Peck:

  • Friday, I attended the RDA meeting.
  • Tuesday was the Community Correction board meeting.
  • I will attend the Newman Regional Health Board meeting.

 

Commissioner Duft:

  • Worked with the Road & Bridge workers.
  • Tuesday is FEMA training.

 

Clerk Vopat:

  • I will participate in the Emergency Management exercise next week.

 

Counselor Priest:

  • Department Head meeting was Tuesday.
  • I will be attending the JEDAC meeting.

 

Controller Williams:

  • I will attend a meeting for the new fire house project.
  • Working on the 2024 budget estimates.

 

Public comment: no one present.

 

Break from 9:48 until 10:00 a.m.

 

Steve Willis presented Commissioners with a request to consider the FY24 forms for Community Corrections.

 

Motion:  To Approve signing the FY24 KDOC-Juvenile Services Grant and Budget.                Martin/Duft 3-0

 

Motion:  To Approve signing FY24 KDOC-Adult Services Grant and Budget.                           Martin/Peck 3-0    

 

Motion:  To Approve signing FY24 Juvenile Corrections Advisory Board Grant and Budget.    Peck/Martin 3-0

 

Motion:  To Approve signing FY24 Juvenile Justice Reinvestment Grant and Budget.          Duft/Martin 3-0

 

Commissioners gave director to proceed with the Community Solutions 2-year cost proposal of $57,000.00

to provide Quality Assurance and training to the staff of Community Corrections in the delivery of services to

be paid from KDOC Grant Funds and Agency Reimbursements.                                         

 

Motion:  To move to Non-Elected Personnel Executive Session with Commissioners, Controller Williams,

                and Shane Brunner, to return at 10:50 a.m.                                                            Martin/Peck 3-0

Meeting reconvened at 10:50 a.m.

 

Motion:  To move to Legal Executive Session for contractual negotiations with Commissioners, Counselor

               Priest, Counselor Halleran, Controller Williams and Janice Huffman to return at 11:15 a.m.                                                                                                                                                                                                         Martin/Duft 3-0

Meeting reconvened at 11:10 a.m.

 

Commissioners and Controller Williams discussed a calendar for Department Heads and Districts to

present budgets.

There being no further business before the Board, the next Action Session will take place on April 27, 2023, at 9:00 a.m. in the Commission Chambers.
