LYON COUNTY COMMISSION MINUTES

APRIL 13, 2023

The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

 

Motion:  To Approve the Agenda as presented.                                                      Martin/Duft 3-0

 

Motion:  To Approve the Minutes of the 4-6-2023 meeting.                                    Duft/Peck 3-0

 

Motion:  To Approve Warrants Payable 4-14-2023 in the amount of $108,354.24.   Peck/Duft 3-0

 

Motion:  To Approve Payroll Payable 4-14-2023 in the amount of $340,730.49.     Martin/Duft 3-0

 

Motion:  To Approve Payroll Withholdings Payable 4-14-2023 in the amount of $250,738.71.

               Martin/Peck 3-0

 

Appointments:  Kelly Atherton has resigned her position from secretary/treasurer of Fire District #1.

 

Personnel changes:  no action taken.

 

Permits:  no action taken.

 

Sharon Gaede presented Commissioners with a request to consider a resolution regarding unpaid personal

property tax judgements.  Kansas Statutes allow unpaid warrants more than 20 years and older may be

removed from the tax roll.

 

Motion:  To Adopt Resolution-06-23, a Resolution Regarding Unpaid Personal Property Tax Judgements.

Reports
Commissioner Martin:

  • Last week I attended the steering committee meeting for the Flint Hills Technical College.
  • Attended the Lyon County Extension meeting on Monday.
  • Received a call regarding Road 170.

 

Commissioner Peck:

  • I will tour the 911 center today.
  • LEPC meeting is at noon.
  • RDA is tomorrow morning.

 

Commissioner Duft:

  • Attended the Legislative Update on Saturday.
  • Attended the Fair Board meeting on Monday.
  • I will tour the 911 Center also.

 

Clerk Vopat:

  • Attended the 911 Center tour.
  • I went to Osage County to assist the new clerk yesterday.

 

Counselor Priest:

  • No report.

 

Controller Williams:

  • Attended the Fair Board meeting on Monday.

Chip Woods presented Commissioners with a request to consider a resolution for weight limits

on a bridge; suspending the No Through Traffic on Burlingame Road until KTA opens K-99.

 

Motion:  To Adopt Resolution 07-23, a Resolution Establishing a Weight Limit on Lyon

               County Bridge Number 933.5-520.0                                         Martin/Duft 3-0

Note:  Temporary repairs will be made to allow for this weight limit, more extensive repairs

           to be made later.

 

Commissioners discussed the Burlingame Road traffic, no action taken to suspend the “No Thru Commercial Traffic”.

 

Public comment:  no one present.

 

Break from 9:50 a.m. to 10:00 a.m.

 

Motion:  To move to Legal Executive Session for Attorney/Client Privilege, potential litigation with

               Commissioners, Engineer Woods, Counselor Halleran, and Counselor Priest, to return

               at 10:20 a.m.                                                                                           Martin/Duft 3-0

Meeting reconvened at 10:20 a.m. with information.

 

Recess to tour the Lyon County Emergency Communication Center.
