Commissioners discussed a letter of support for the Rural Vitality Center Project for the Future Service Leaders Organization. This will serve to benefit Lyon County in various ways that our community is facing such as teacher-staff shortages, learning loss and limited resources.

Motion: To Approve signing a Letter of Support for the Rural Vitality Center. Briggs/Martin 3-0

Personnel changes: Commissioners review personnel change authorizations.

Motion: To Approve the Lyon County Personnel Change Authorizations. Briggs/Martin 3-0

Permits: no action taken.

Motion: To move to Legal Executive Session with Commissioners, Molly Priest, and Counselor Halleran for confidential data exchange, to return at 9:25 a.m. Martin/Peck 3-0
Meeting reconvened at 9:21 a.m.

Commissioners review the Lyon County Commission District boundaries. Election Officer Vopat, Asst. Counselor Priest and Deputy Clerk Amie Jackson presented information based on the 2020 population. Commissioners reviewed and discussed the districts and considered changes with no action taken at this time.

Bruce Boettcher and Jim Brull presented Commissioners with the bids for the Road & Bridge Improvement Project. The contractors’ references were reviewed, and reports were in favor of two of the lowest contractors who submitted bids. ARP Federal funds are being used to fund this project.

Motion: To Accept the low bid from NF Construction for the Road & Bridge Improvement Project in the amount of $4,876,000.00, to be paid from Fund 044-00-9026. Martin/Briggs 3-0

Robbie Weiss presented Commissioners with a request to consider the MEI Elevator contract for the courthouse, annex and Sheriff’s Office for a total of $31,925.61.

Motion: To Approve the contract with MEI Elevator for the Courthouse in the amount of $19,155.36, to be paid from Fund 010-70-7661-10; the Annex in the amount of $3,192.57 to be paid from Fund 010-70-7661-09; the Sheriff’s Office/Jail in the amount of $9,577.68 to be paid from Fund 010-70-7661-17.

• Tuesday, I assisted with the bid opening for the Lyon County Road & Bridge Project.

Controller Williams:
• Met with Jim Witt
• Attended the bid opening for the Road & Bridge Improvement Project

Ryan Janzen presented Commissioners with a request to consider a contract with EagleView for aerial photography. This project includes two flyovers year 1 and year 4, each project is $146,670.00, over six years the annual cost is $48,890.00.

Motion: To Approve the contract with EagleView in the amount of $283,764.84 with a project cost of $47,294.14 per year for six (6) years to be paid from Fund 017-00-7646. Briggs/Peck 3-0
Notes: Funds being used are sales tax funds. Commissioners gave direction for appraiser to sign the contract.

Motion: To move to Non-Elected Personnel Executive Session with Commissioners, Counselor Priest, and Counselor Halleran, to return at 10:25 a.m. Martin/Briggs 3-0
