c. Approve the Appropriation of $375,000.00 with two letters of support for the Emporia Main Street EDA Grant to be paid from Fund 044-00-9811 (ARP Funds)

Motion: To Approve the Payroll Change Authorizations as presented. Martin/Peck 3-0

Permits: no action taken

Bob Wright presented Commissioners with a request to consider the 2023 Newman Regional Health budget request of $400,000.00.

Sharon Gaede presented Commissioners with a request to consider bank bids received. There were four bank bids received from local banks. Sharon recommended accepting the bid from ESB Financial after comparing the bids with Commissioners and Controller Williams.

Motion: To Accept the bank bid from ESB Financial for service to Lyon County starting July 1, 2022, through June 30, 2026. Briggs/Peck 3-0

Public comment: Seth Davis presented Commissioners with a request for a stop sign to be installed at the intersection of Road F and Road 190. There have been 2 fatality accidents at this intersection. Vehicle and bicycle traffic has increased over the years. Commissioners discussed the process in implementing changes on a road and thanked Seth for his concern.

Public Hearing on updated Floodplain Regulations and Maps: no one from the public was present

Sam Seeley presented Commissioners with a request to consider a resolution updating the Floodplain Regulations and Maps.

Motion: To Adopt Resolution 06-22, a Resolution to revise and update the Lyon County Floodplain Management Regulations by repealing Resolution 25-10 of the Lyon County Floodplain Resolution and incorporating by reference new Floodplain Regulations based on the model recommended by FEMA and the Kansas Department of Agriculture. Briggs/Martin 3-0

Reports
Commissioner Martin:
• Attended the JEDAC meeting on Tuesday
• The RDA dinner meeting is next Thursday
• Next week the Fairgrounds Foundation will submit a request to Jones Trust
• Next Monday I will attend the Lyon County Extension Board meeting

Commissioner Peck:
• I met with Seth Davis regarding a dangerous road intersection
• RDA meeting is tomorrow

Commissioner Briggs:
• Monday is the Fair Board meeting

Clerk Vopat:
• The Appraisers office finalized the Neighborhood Revitalization Program, and I am now moving ahead with the Budget Estimates
• Working on elections

Counselor Goodman:
• Attended JEDAC meeting on Tuesday
• Tomorrow is the RDA meeting, but I will be attending a conference in Topeka
• I will attend a virtual conference next Thursday and unable to attend commission meeting

Controller Williams:
• Met with Jim Witt
• Received the ARP Funds today

Nikki Plankington, Anita Westcott, and Karina Menard presented Commissioners with a request to consider the Lyon County Libraries 2023 budget requests. Each library representative gave an update on their library.

Trenton Worley, Bob Miller, and Phill Jeanneret presented Commissioners with a request to consider approving Rural Water District #3 for $189,826.00 for addition to the ammonia at the pump house.

Motion: To Approve the Rural Water District #3 addition to the ammonia at the pump house in the amount of $160,000.00 to be paid from Fund 044-00-9811. Briggs/Martin 3-0
Note: This is to keep the Water District #3 in compliance with the KDHE and funds paid from the American Rescue Funds.

Motion: To move to Non-Elected Personnel Executive Session with Commissioners, Steve Willis, and Controller Williams, to return at 11:15 a.m. Martin/Briggs 3-0
