Motion: To Approve Warrants Payable 12/23/2021 in the amount of $203,464.49. Peck/Briggs 3-0

Motion: To Approve the Payroll Payable for 12/23/2021 in the amount of $294,587.14 Martin/Briggs 3-0

Motion: To Approve the Payroll Withholdings Payable for 12/23/2021 in the amount of $453,163.16.

Motion: To remove from the table the motion to Amend Resolution 24-87 establishing updated fines for nuisance dogs in Lyon County. Martin/Briggs 3-0

Commissioners discussed the Resolution which updates the fine structure related to nuisance dogs.

Motion: To Approve the Resolution 29-21, A Resolution Amending Resolution 24-87, updating fines for nuisance dogs in Lyon County. Martin/Peck 3-0

Motion: To Approve the Agler & Gaeddert Chartered fee for Audit of the 2021 calendar year in the amount of $35,000.00 to be paid from fund 010-01-7399. Briggs/Peck 3-0
Note: Commission gave Controller Williams permission to sign for it.

Personnel changes: no action taken.

Motion: To move to Legal Executive Session for Attorney Client Privilege with Commissioners, Controller Williams, Counselor Goodman, and Asst. Co. Counselor Mike Halleran to return to commission chambers at 9:35a.m. Martin/Briggs 3-0
Meeting reconvened in Commission Chambers at 9:35.

Don Hill and Dianna Kuhlmann gave an overview of the Emporia State University Scholarship and the need for it. They answered questions from the Commissioners. They also explained on where the money would be divided such being the 3 different types of scholarship funds.

Motion: To Approve a Scholarship Appropriation to Emporia State University for a 1-time amount of $350,000.00 from account 017-00-9811 contingent on the City of Emporia and the ESU Foundation also appropriates $350,000.00 each. Briggs/Peck 3-0
Note: This being contingent that both the City and ESU match the funds.

Public comment: Don Hill commented on the public support from the community and wanted to Thank everyone.
