Chuck Boyce presented Commissioners with a request to consider a password policy for Lyon County. Chuck informed Commissioners this is a project that has been in the developing stage for over 18 months to further the protection for the county. This policy has been in force at the jail for over a year and has worked very well. This policy has no connection to any election equipment or devices. This is a password protection policy for each computer used by county employees but not for each software application as those password policies are assigned by each application vendor.

Public comment: Lillian Spellman asked about the piece of equipment needed to provide live streaming the meeting. Commissioners noted there has been no decision made at this time. Chuck Boyce presented Commissioner Briggs with a plaque for this assistance in furthering technology.

Commissioner Martin asked Controller Williams to recap the proposed republishing of the budget. Dan commented there may be a need to exceed the current budget depending on future weather situations for the Road & Bridge Department. There is no pending expense now for Capital Outlay but if a need arises Commissioners would have authority to cover costs.

Public Hearing for republishing the 2021 Lyon County Budget: No one from the public commented. Controller Williams and Commissioners discussed the need to republish the 2021 budget for the Multi-Year Capital Outlay and Road & Bridge budgets. This will allow for budget authority if the need arises.

Motion: To Approve the Amended 2021 Lyon County Budget for Multi-Year Capital Outlay for $3,400,000.00 and Road & Bridge for $6,700,000.00. Martin/ Briggs 3-0

Commissioners noted Lyon County is in a strong financial position and unforeseen costs need to be considered.

Clerk Vopat:
• Working on the election process and the tax roll.

Controller Williams:
• Met with ESU and City representatives.
• September sales tax numbers are up from last month.

Counselor Halleran:

Public Health Report: Dr. Oyenuga and Renee Hively presented Commissioners with an update on public health. Renee shared a copy of data related to the Flint Hills Community Health Center. They are still offering covid testing and vaccination. Access to the vaccine is readily available and 58% have been vaccinated. Lyon County vaccination average is very good. Booster doses of Phizer are now available. Quarantine: local businesses are not contacting the health department upon exposure to covid so release from quarantine letters from the health department are not available. Drive through clinic at the health department is October 8th for the flu vaccine. Dr. Oyenuga explained the testing for the delta variant criteria. She noted the cases at the schools are increasing. They are monitoring social outbreak. Medical facility staffing is a challenge to fulfill the needs right now. Discussion followed on nurses across the country being fired for not getting the covid vaccination and the impact that is having on the hospitals. If someone has had an infusion, they need wait at least 3 months before receiving a booster vaccine. Dr. Oyenuga talked about the upcoming flu season and predicted a mild flu season.
