Garret Nordstrom, Western Consultants- GAS, presented Commissioners with information about A-1 Pump & Jet Economic Development project. To correct the address on the application and continue with the public hearing.

Public Hearing: Melissa McAllister questioned why the loan was not made public, and why Western is being paid by taxpayer dollars. She also questioned the availability of this grant for other businesses. Mr. Nordstrom replied to her questions that Western Consultants will be paid directly by A1-Pump and Jet. He also stated that any businesses are welcome to apply and follow procedures to get this grant. He stated the Block Grant Funds come through the county to A-1 to be used. The grant is for operating expenses, employment for more job opportunity, and purchasing of new equipment.

Motion: To Approve Resolution 22-21 that will Amend Resolutions 10-21.

Chip Woods, Lyon County Engineer, presented Commissioners the quote from NAPA (Cline Auto Supply, Inc.) for a 4 Post Rotary 18,000 Pound Vehicle Lift and Installation for a total amount of $25,920.17 to be paid from the Multi-Year Fund 017-00-9026. Chip also presented the Recycle Trailer Tally for July and the Comparison of Expenses through July.

Motion: To Approve the quote from NAPA (Cline Auto Supply, Inc.) for a 4 Post Rotary 18,000 Pound Vehicle Lift and Installation for a total amount of $25,920.17 to be paid from the Multi-Year Fund 017-00-9026.

Public comment: Lillian Spellman, questioned background checks on Mr. McCoy and what happens with the balance if the company is not successful and the meaning of Revenue Neutral Rate. Mellissa McAllister questioned the Flint Hills Public Health and qualified Public Health Officer and the accurate information they are given. Lynn McAllister, spoke about the hospitalizations and Dr. O stating that the hospital is overwhelmed. As the problem being not Covid but maybe a shortage of staff. Carl Antes, applauded Commissioners following the mask mandate as to allowing everyone to do what they want as to wear a mask or not. He commented on living within our means, removing the federal government, and the shortage of help.

Revenue Neutral Rate Public Hearing:
Melissa McAllister, be faithful to what we have already. Carl Antes showed concern about the money coming to keep people from working, and the lack of access to restaurants and places. He questioned how many residents have asked to raise taxes and try to live within our means. Harley Hesket commented that most people don’t understand what is going on and what happens when taxes are raised.

Motion: To Approve Resolution 23-21, A Resolution of Lyon County, Kansas Board of Commissioners to Levy A Property Tax Rate Exceeding the Revenue Neutral Rate.
Martin/Briggs 3-0 Public Hearing on the Proposed 2022 Budget:
Melissa McAllister gave thoughts on where to cut the budget. One of them being to reconsider the contract with Flint Hills Community Health Center and with Dr. Oyenuga. Carl Antes questioned where we could be more efficient and where taxpayers would be willing to cut out, but residents need to know all the areas.

The budget will show a 1.5 mill decrease.

Steve Willis, Community Corrections presented Commission with approving him to sign an agreement with Image Quest for a 60-month lease on 3 new printers for Community Corrections. He also presented Commissioner with the creation of the Addiction Recovery Mentor, a new position for Community Corrections. To be paid at Grade 3 level and starting at $13.50/ hour.

Direction was given from Commission to approve Steve Willis, Community Corrections, to sign an agreement with Image Quest for a 60-month lease on 3 new printers for Community Corrections.

Motion: To Approve the creation of the Addiction Recovery Mentor, a new position for Community Corrections. To be paid at Grade 3 level.
