Motion: To Approve Warrants Payable 5-21-2021 in the amount of $152,873.06. Briggs/Peck 3-0

Appointments: Commissioners discussed board appointments.

Motion: To Appoint Sylvia A. Miller to Lyon County Council on Aging Board for a term to expire 12-31-2024. Martin/Peck 3-0

Chuck Boyce explained the discrepancy on the original quote.

Motion: To Rescind the Motion on May 13, 2021, from ValuNet for 78 cable runs for the Lyon County Facility wireless services in the amount of $19,609.59 to be paid from Fund 017-00-9001.

Motion: To Approve the quote from ValuNet Fiber in the amount of $21,498.60 for 78 cable runs for Lyon County facilities wireless internet to be paid from Fund 017-00-9001. Briggs/Peck 3-0
Daphne Mertz presented Commissioners with a request to consider a proclamation MUPP Walk, Run & Bike Week.

Motion: To Proclaim the week of May 30th through June 5th as Walk, Run & Bike Week in Lyon County, Kansas. Martin/Peck 3-0
Counselor Halleran read the proclamation.
Ryan Janzen presented Commissioners with a request to consider training for himself and David Gillmore to attend the IAAP Conference in Chicago, IL.

Motion: To Approve Ryan Janzen and David Gillmore to attend the August 2021 IAAP Conference in Chicago, IL for an amount not to exceed $1,900.00, to be paid from the Appraiser’s budget. Martin/Briggs 3-0

Personnel changes: Commissioners reviewed change authorizations.

Motion: To Approve the Payroll Change Authorizations. Briggs/Martin 3-0

Permits: no applications received.

Allen Lee Wilson presented Commissioners with a request to consider approving the use of personal vehicle as emergency response vehicle. Allen is a firefighter volunteer for the Reading Fire Department and holds personal emergency equipment and supplies in his personal vehicle at no charge. Mr. Wilson is not asking for funding for the emergency lighting.

Motion: To Approve Allen Lee Wilson to use a personal vehicle as an emergency response vehicle.

Chip Woods presented Commissioners with a request for proposals for structural steel, piling and grader blades.

Motion: To Approve sending out requests for Proposals for Structural Steel H-Piling according to the County Engineer’s specifications. Martin/Peck 3-0

Motion: To Remove from the table the petitioned road vacation by Russell Reed on Road 30 and Road C.

Commissioners discussed the tabled motion on the petitioned road vacation with Road 30 and Road C.
A letter was received from the Upper Verdigris Watershed in opposition of vacating road and an Easement Agreement between Russell Reed and CStars LC and the Upper Verdigris Watershed was submitted to Commissioners. The Easement Agreement was created to ensure access to the watershed. Counselor Halleran read the statute related to road vacations. Counselor Goodman explained the legal options before the Commission. Harold Ingles, Earl Murphy and Russell Reed discussed the terms of the Easement Agreement and the conditions.

Motion: To Table a Resolution vacating a portion of Road 30 West of Road C until August 5, 2021.

Tammy Vopat presented Commissioners with the Clerk and Election budget for 2022.

Reports
Commissioner Martin:
• I will attend the Council on Aging meeting.
• I attended the Lions Club dedication of the awning on the Lyon County Fair Grounds.
• Attended the Fairground Foundation meeting.
• Commissioners need to consider the Kansas Association of Counties dues.

Commissioner Briggs:
• Attended the awning dedication, thank you to the Lions Club.

Commissioner Peck:
• Attended the awning dedication at the fairgrounds.

Clerk Vopat:
• Working on budget estimates for the districts.
• June 1st at noon is the candidate filing deadline.

Counselor Goodman:
• No report.

Controller Williams:
• Attended the Lions Club dedication.
• Met with City of Emporia representatives.
• Received our 1st recovery payment today.
• Attended the Fairground Foundation meeting.
• Working on budgets.
