The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

Motion: To Approve the Agenda as amended. Martin/Briggs 3-0

Motion: To Approve the Minutes of the 4-1-2021 meeting. Briggs/Peck 3-0

Motion: To Approve Warrants Payable 4-9-2021 in the amount of $95,788.61. Peck/Briggs 3-0

Appointments: Commissioners discussed board appointments.

Personnel changes: no action taken.

Roxanne Van Gundy presented Commissioners with a request to consider a signing a proclamation for the National Public Safety Telecommunicator Week.

Motion: To Proclaim the week of April 11th through April 17th, 2021 to be National Public Safety Telecommunicators Week in Lyon County, in honor of the men and women whose diligence and professionalism keep our county and citizens safe. Martin/Peck 3-0

Commissioners discussed a resolution considering endorsing Convention of States. Commissioner Briggs commented this should be done at the state level. Commissioner Peck and Commissioner Martin both commented they agreed with some of the document. Counselor Goodman agreed with Commissioner Briggs. No motion was made.

Motion: To Amend the Agenda to allow for reports. Martin/Briggs 3-0

Reports
Commissioner Martin:
• I attended the Joint Economic Development meeting on Tuesday.
• Positive comments coming from the community on the vaccination process.
• Received feedback related to the upcoming road vacation petition.

Commissioner Briggs:
• Fair Board meeting is Monday.
• Received calls on road issues.

Commissioner Peck:
• Received calls on different issues.
• I will attend RDA meeting is tomorrow.

Clerk Vopat:
• No report.

Counselor Goodman:
• I plan to attend the RDA meeting tomorrow.
• Community Corrections Advisory Board meeting is next Tuesday.
• Attended the JEDAC meeting this week.

Controller Williams:
• Working on the American Rescue Plan and determining requirements by the county.

Public comment: no one present.

Jarrod Fell presented Commissioners with a request to consider the Lyon County Local Disaster Declaration. Jarrod informed Commissioners of a downward trend of those signing up to receive the vaccine. Jarrod stressed if we cannot fill the allotment received there is a chance we may lose or received a reduced amount of vaccines. Jarrod encouraged those who want the vaccine to please sign up as vaccine is readily available. There is still National Guard in place to assist in the vaccine clinics.

Motion: To Approve extending the Disaster Resolution Lyon County, Kansas until to May 6, 2021.

Public Health Report: Health Officer, Dr. Oyenuga presented Commissioners with an update on Lyon County Public Health. Dr. Oyenuga offered information and data related to the pandemic. Keeping a look out for the variant strain. Positivity rates are continually dropping. Mask mandate is still in place under the county mandate. Commissioners talked about outreach to get more county residents vaccinated.
