Motion: To Approve Warrants Payable 2-26-2021 in the amount of $267,718.05. Peck/Briggs 3-0

Appointments: Commissioners discussed board appointments.

Motion: To Approve renewing the Agreement with Casey Family Programs for 2021. Martin/Briggs 3-0

Motion: To Approve the Elmendaro Township 2020 Annual Report. Briggs/Peck 3-0

Permits: no applications received.

Sam Seeley presented Commissioners with two zoning applications. One application is for a gravel quarry and a text change application to zoning. Commissioners asked about dust control, public opposition and conditions surrounding the quarry. Discussion followed on reclamation of property condition.

Motion: To Adopt Resolution 06-21, a Resolution granting a conditional use permit (CUP) in a certain area in Lyon County for a “Quarry” and amending the county zoning map as adopted by Resolution 9-03, as amended, of Lyon County, Kansas to conform with said Conditional Use Permit. Martin/Peck 3-0

Sam Seely and Phil Mott presented Commissioners with a request to consider editing the text of the Emporia and Lyon County Comprehensive Plan (Plan ELC).

Motion: To Table Adopting Resolution 07-21, a Resolution to editing the text of the Emporia and Lyon County Comprehensive Plan (Plan ELC) Resolution Number 24-17 incorporating by reference the “Plan ELC Annual Review Text Changes” as presented pursuant to K.S.A. 12-747. Martin/Peck 3-0
Public comment: Angel Cushing thanked Commissioners for not passing the resolution editing text of the comprehensive plan.

Ryan Janzen presented Commissioners with the Lyon County 2021 Valuation Trends and Mailing of 2021 Change of Value Notices. Ryan explained the appraisal process and land values. Most all property values increased.

Amy Welch presented Commissioners with a request to consider signing the annual noxious weed management plan.

Motion: To Approve and sign the 2022 Lyon County Noxious Weed Annual Management Plan and the 2020 Annual Noxious Weed Report. Martin/Briggs 3-0

Motion: To Approve and sign the 2020 Annual Noxious Weed Eradication Progress Report.

Reports
Commissioner Martin:
• I attended the Council on Aging meeting on Monday.
• I attended the Lyon County Fairgrounds Foundation meeting.
• Tuesday is the JEDAC meeting.
• Thanks to the Road & Bridge employees for assisting with the road viewing.

Commissioner Briggs:
• Met with ESU representatives and the City of Emporia.
• I will be a judge at the Celebrities in Disguise.

Commissioner Peck:
• No report.

Clerk Vopat:
• Next Wednesday is the Road Viewing at the intersection of Road 260 and Road U with the Road Hearing scheduled for Thursday next week.
• I have updated the fee schedule for materials, permits and records to be in line with the other offices in the courthouse to cover time and materials. The fee schedule will be posted on the website.

Counselor Goodman:
• Talk of Emporia was on Monday.
• I will attend JEDAC via zoom.

Controller Williams:
• Attended the Fairground Foundation meeting.
• Met with City of Emporia representatives.
• Sales tax numbers are up from last month.

Public Health Report: Dr. Oyenuga and Renee Hively updated the Commissioners on the status of the pandemic. Renee presented an update on the health department and related statistics. A new grant will be available to health departments. Renee discussed the vaccines coming into the county and the planned distributions. Dr. Oyenuga talked about contacting the senior population to sign up for the vaccine. She talked about the new Johnson & Johnson vaccine coming out, which will be a single dose vaccine. The covid numbers are still trending down. Commissioners thanked Dr. Oyenuga and Renee for their hard work in the great organization and professionalism with the vaccine clinics.
