Commissioners discussed the application to adopt the new Lyon County Zoning Regulations.

Commissioners discussed tabling the proposed zoning regulations to allow for Commissioner Elect, Doug Peck to be sworn into office for equal representation.

Motion: To Table Application 2020013, an Application Adopting the new Lyon County Zoning Regulations until January 21, 2021. Martin/Briggs 2-0

Motion: To Approve signing the Lyon County 2020 General Election abstract.

Ryan Janzen presented Commissioners with a request to consider the installation of a door frame, door and a bank of windows in the Appraiser’s Office by Emporia Construction & Remodeling.

Motion: To Approve encumbering expenditures for Emporia Construction and Remodeling in the amount of $10,600.00 to be paid from Fund 010-25-9001 for improvements in the Appraiser’s Office. Martin/Briggs 2-0

Public comment: Deanne Howell commented about the mask mandate and her experience having Covid-19. She stated when sick there was no direction on prevention and boosting the immune system. Deanne talked about the mental state of some people due to the pandemic. She also wanted more proactive measures to be taken and about the death rate in Lyon County and data supporting the information being distributed to the general public. Linda Forbes commented she agreed with Ms. Howell. Linda commented on the zoning regulations and that the city and county were separate. She commented that we should go back to the 2018 zoning regulations with a few changes.

Lyon County Employee Recognition Ceremony: Commissioners read a letter of appreciation for 24 employees celebrating their longevity with Lyon County.

Reports
Commissioner Martin:
• I attended an Emergency Management and Public Health meeting.
• Coming up is the Annual meeting of the Lyon County Extension.

Commissioner Briggs:
• I attended the EOC meeting by zoom.
• A lot of information about zoning needs to be clarified.

Clerk Vopat:
• Next Monday I will administer the oath of office for the newly elected board members at the Lyon County Extension Annual meeting.

Controller Williams:
• Attended the EOC meeting.
• Working on the Care’s Act reports.

Counselor Goodman:
• RDA zoom meeting is tomorrow.
• The world was totally unprepared for this pandemic.
