The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Motion: To Approve Warrants Payable 10-16-2020 in the amount of $179,407.39. Slater/Briggs 3-0
Motion: To Approve Payroll Payable 10-16-2020 in the amount of $278,052.13. Martin/Briggs 3-0
Motion: To Approve Payroll Withholdings Payable 10-16-2020 in the amount of $372,795.71. Martin/Slater 3-0
Motion: To Approve removing from the Table the 2021 Holiday Schedule as revised. Martin/Briggs 3-0
Motion: To Approve the 2021 Holiday Schedule as presented, including Friday, December 31st as a holiday for January 1, 2022. Martin/Briggs 3-0
Jeanine McKenna and Rob Gilligan discussed the benefits to the area due to the Ignite Emporia projects along with the county contribution for Ignite Emporia.
Motion: To Approve a $20,000.00 contribution to Ignite Emporia for the year 2020 to be paid from Fund 017-00-7391. Briggs/Slater 3-0
Note: These funds are sales tax dollars being used for reinvestment in the community.
Commissioner Briggs discussed the Flint Hills Regional Council and the collaborative effort in legislative representation.
Motion: To Approve payment in the amount of $6,277.20 to the Flint Hills Regional Council for Lyon County’s portion of line credit that Flint Hills Regional Council accrued in 2018 to be paid from Fund 010-01-7260.
Note: Lyon County left the Flint Hills Regional Council in 2018.
Bob Davis presented Commissioners with a request to consider moving the Veteran’s statue in the courthouse lobby to the Olpe, Kansas Veteran’s Memorial. Commissioners asked for more information.
Personnel changes: no action taken.
Permits: no applications received.
Public comment: Angel Cushing commented on the Lyon County Zoning meeting last evening. Angel asked that the next scheduled November 11th meeting would better serve the public as it is the Veteran’s Day Holiday. Robert McClelland commented on opening up the commission meetings to the public. Community participation is important and recording the meetings for everyone.

• Next week is the Council on Aging meeting.
• Encourage everyone to get out and vote when early voting begins.
• Attended the Fair Board meeting on Monday.
• On Tuesday I attended the EOC zoom meeting.
• Yesterday I attended the KAC zoom meeting.
• Voter registration closed at 5:00 p.m. on Tuesday.
• Over 3,000 ballots were deposited in the mail on Wednesday as required by Kansas Statute.
• I will teach election board workers this afternoon for the Anderson Building location early voting site.
• Medical insurance renewal is coming up.
• Attended the RDA meeting.
• I will attend a legislative meeting today.
• The criteria being used for Covid-19 virus symptoms seems cumbersome.
