Janice Huffman presented Commissioners with a request to consider a contract for county insurance consulting services.

Motion: To Approve Controller Dan Williams signing the contract between Lyon County, Kansas and IMA for insurance consulting services in the amount of $36,000.00 to be paid from Fund 010-18-7600. Martin/Briggs 3-0

Motion: To Amend the Agenda to allow for a Non-Elected Personnel Executive Session with Commissioners, Janice Huffman and Counselor Goodman, to return at 9:30 a.m. Martin/Briggs 3-0

Chip Woods and Josh Stevenson presented Commissioners with two quotes for consideration.

Motion: To Approve the quote from Frank Black Pike and Supply for approximately 500 feet of surplus 24” casing at $16.00/ft. for an estimated total of $13,000.00 to be paid from Fund 011-00-8223. Briggs/Slater 3-0

Motion: To Approve the quote from Foley Equipment for a used 2017 Caterpillar 12M3 Motor Grader and trade in Unit D-112, a 1997 Caterpillar 143H grader, for a total cost of $158,000.00 to be paid from Fund 017-00-9026.

Public comment: Lynn McAllister commented on the impact the debt has on our governments and taxpayers.

Kent Heerman presented Commissioners with the annual presentation of the Regional Development Association (RDA).

Public Health Order: Commissioners discussed the Lyon County Public Health Order. Commissioner Martin stated the Commission held a Study Session yesterday and compiled data and information from the public, Newman Regional Hospital and the Flint Hills Community Health Center. Counselor Halleran was asked to explain the Health Order. Counselor Goodman also discussed the personal responsibility. Commissioner Martin spoke about the need for a plan for the future and to respond to the situation of the pandemic. Commissioner Briggs agreed with the need for a plan on this health issue.

Motion: To Approve the Lyon County Public Health Order dated September 17, 2020 that expires November 11, 2020 as presented. Martin/Briggs 2-0
Note: While not mandating mask wearing the county strongly suggests personal responsibility.

Reports:
Commissioner Martin:
• Attended the Lyon County Extension Board meeting on Monday.
• Lots of discussion and study about the health order. Thanks to everyone for their help and contribution.

Commissioner Briggs:
• Taking a lot of calls regarding the health order.
• Fair board meeting was Monday evening.

Clerk Vopat:
• Attended an abstract class in Topeka on Tuesday.
• I will be on KVOE at 7:15 a.m. tomorrow to inform voters of deadlines and polling location changes.
• The overseas/military ballots have been sent to voters as required by law. The deadline for transmission is September 19th.
• Want to thank Facilities Manager, Mark McKenna and crew for their help in refabricating the plexi-glass shields and moving election equipment for testing.

Counselor Goodman:
• Last Friday I attended the RDA zoom meeting.
