Motion: To Approve Amending the Minutes of the August 20, 2020 Commission meeting to pay Modern Air a total amount of $4,900.00 from Fund 010-70-9001-15. Martin/Briggs 3-0

Jarrod Fell presented Commissioners with a request to consider extending the Local Disaster Declaration.

Motion: To Approve extending Resolution 5-20, the Local Disaster Declaration for Lyon County, Kansas until November 2, 2020. Briggs/Martin 3-0

Chip Woods presented Commissioners with a request to gravel a portion of Road 180 and a request block the Allen Road from 4th Street to Hwy 56 for the Allen Veteran Fall Festival. Commissioners gave direction to gravel a portion of Road 180 as requested and reported on the recycle trailer tally and expense comparison report.

Motion: To Approve the temporarily closure of Road L (Allen Road) from 4th Street 100 feet South of Highway 56 on October 3, 2020 from 8:00 a.m.-7:00 p.m. Briggs/Slater 3-0
Note: This is for the Allen Veteran Fall Festival request from Shelly Mann.

Public comment: Melissa McAllister commented on an article she read and asked about the pandemic. She presented some examples and comments for consideration. Melissa also commented on the local disaster declaration.

Casey Woods presented Commissioners with a request to consider a partnership between Lyon County and A-1 Pump and Jet Services and to act as a pass through for a Community Development Block Grant (CDBG). Judy and Ron McCoy presented an overview of their business, A-1 Pump and Jet Services. Commissioners commented on their support of the program and gave direction to proceed.

Commissioner Martin:
• Attended the JEDAC meeting.

Commissioner Briggs:
• Attended a zoom meeting for the Emergency Operations Center.
• Worked on a few issues with roads.

Commissioner Slater:
• Tuesday I will try to attend a zoom Community Corrections meeting

Controller Williams:
• Met with Bruce Boettcher regarding the fairgrounds.
• Thanks for the well wishes and prayers for my family.

Clerk Vopat:
• Working on the election process.

Counselor Goodman:
• Last Friday there was a mediation meeting.
• I attended the JEDAC meeting by zoom.
• I also attended a briefing meeting by zoom.
• Next Friday I will attend the RDA meeting by zoom.

Judge Merlin Wheeler and Ruth Wheeler presented Commissioners with an update and to discuss plans for the District Court courtroom modifications necessary to begin holding jury trials. Commissioners discussed the funds available and supported the installation of plexiglass in the courtrooms.
