Motion: To Approve the Agenda as presented. Martin/Briggs 3-0
Motion: To Approve the Minutes of the 7-30-2020 meeting. Briggs/Slater 3-0
Motion: To Approve Warrants Payable 8-7-2020 in the amount of $138,436.52.
Motion: To Approve Payroll Payable 8-7-2020 in the amount of $286,664.47.
Motion: To Approve Payroll Withholdings Payable 8-7-2020 in the amount of $202,847.61. Martin/Briggs 3-0

Sam Seeley discussed renewing the liability insurance for the Lyon County Fairgrounds.
Motion: To Approve renewing the Philadelphia Insurance Company the Tenant Users Liability Insurance (TULIP). Briggs/Slater 3-0
Personnel changes: no action taken.
Permits: no applications received.
Chip Woods presented Commissioners with a request to have Straight-Line Striping, Inc. paint the edge lines on the Americus Road. Commissioner gave direction to proceed with striping the Americus Road.
Motion: To move to Non-Elected Personnel Executive Session with Commissioners and Chip Woods, to return at 9:40 a.m. Martin/Briggs 3-0
Meeting reconvened at 9:40 a.m.
Public comment: Angel Cushing congratulated the newly elected Commissioners. Angel commented on the confusion for treating symptoms of the covid virus. Melissa McAllister commented on the City of Emporia passing an ordinance mandating mask wearing in the City of Emporia. Melissa questioned the authority the City of Emporia to pass such an ordinance. Jarom Smith congratulated Commissioner Martin on his election. Jarom stated the voters in that district support lower taxes. Lynn McAllister commented on the fears of the virus and the history of other pandemics. Lynn offered statistics related to the virus and related deaths. He supports taking care and protecting the elderly and letting other go on with their business. Rob Gilligan commented on the ordinance passed by the City of Emporia. Mr. Gilligan talked about the influx of college students coming up and the concentration of people which may lead to the spread of the virus. Mr. Gilligan asked Commissioners to reconsider Lyon County Commissioners to require all residents of Lyon County to wear masks. Mr. Gilligan presented a chart showing the advantage of mask wearing.
Commissioner Martin talked about the Emporia State University Foundation and discussed an appropriation of $250,000.00 for scholarships from the Multi-Year Fund which is funded by sales tax.
Motion: To Approve an Appropriation to the Emporia State University Foundation in the amount of $250,000.00 for scholarships to be paid from Fund 017-00-9811. Briggs/Slater 3-0 Note: The funds being used for this appropriation is from sales tax revenue.

• Congratulations on those who were elected Tuesday.
• Thank you to all my amazing staff and election board workers along with everyone who helped in the success of the Primary Election. I am very proud of the hard work and dedication of my staff.
• Today is the audit of the races selected.
• Monday at 9:00 a.m. is the canvass of votes for the Primary Election.
