Appointments: no action taken. Reports on possible funding to help with Rails to Trails improvements.

Personnel changes: no action taken.

Permits: Sam Seeley presented information on a permit needed for the Department of Agriculture for Darryle DeLong’s requested approval for an anhydrous tank.

Motion: To Approve the Chairman signing a letter for the Kansas Department of Agriculture Pesticide & Fertilizer Program for an anhydrous tank in Lyon County, Kansas for Darryle DeLong Farm. Briggs/Martin 3-0

Reports:
Commissioner Martin:
• I attended the Ribbon Cutting for the expressway on Highway 50.
• Next Monday is the Council on Aging meeting.

Commissioner Briggs:
• On Tuesday I attended a zoom meeting with the Emergency Operations Center.
• Receiving a lot of phone calls on zoning.
• Zoning and regulations are very important and is needed.

Commissioner Slater:
• No report.

Controller Williams:
• Finished budget numbers.
• Working on the CARES ACT funding process.

Clerk Vopat:
• Advance voting is going very slow. We offered Saturday voting at the mall last week with only 44 voters. We have had just under 100 voters in person this week. The return ballot count is 805 as of yesterday.
• Next week I will be teaching three sessions of election board workers for training on the Primary Election.

Counselor Goodman:
• Attended the RDA zoom meeting last Friday.

Chip Woods and Jim Brull presented Commissioners with information to recognize the Highway Department staff for the Build A Better Mousetrap Award.

Public comment: Viola Heskett commented on the opening on the school districts. She asked the Commission to issue an exemption. Angel Cushing commented on home schooling and the challenges being faces. Angel also invited Commissioners to an event in North Lyon County this weekend. She also talked about zoning and wanted Sam Seeley to know the issues are not personal and he does a good job. Angel may be sending out notices to county residents on the zoning hearing. Carl Antes commented his appreciation on Lyon County being debt free. He talked about the truck traffic on Burlingame Road which helped but now the trucks are using the road again. He talked about employment in Kansas. Carl was also concerned about the zoning changes and asked for more time for public education on the zoning issues. Tagan Trahoon commented on the SOS Strong Campaign and reported on breaking records in donations. Jason Osterhaus introduced himself as a representative for Senator Moran. Jarom Smith commented on the zoning issue and asked for public comment time until after the election and the end of the year. Fred Spellman commented on witnessing trucks on Burlingame Road. He asked that county trucks not use the road also. Commissioner Briggs said maybe signage should be looked at. Harley Heskett commented on the procedure of the zoning process and appeals process.

Sam Seeley presented Commissioners with a request to consider a text change to the Emporia and Lyon County Joint Comprehensive Plan regarding Agricultural areas in Unincorporated Lyon County.

Motion: To Adopt Resolution 09-20, a Resolution changing certain text in the Joint Emporia and Lyon County Comprehensive Plan (Plan ELC). Amending Plan ELC as adopted by Resolution 24-17, of Lyon County, Kansas.
