Appointments: Commissioners discussed board appointments.

Motion: To Approving $4,000.00 from the emergency fund, fund number 1061-7656, to the Emporia Senior Center in the Lyon County Senior Centers budget.

Motion: To Approve $50,000.00 allocation to go towards COVID-19 expenses and equipment. To be paid for from account 017-00-7646. To be reimbursed from by the CARES Act.

Commissioner Martin:
• Chip Woods and I met with the Olpe City Council and presented his report to the council about the bridge to the lake and the possibility of another access point to the lake.
• Next week JDAC meeting on Tuesday
• Several conversations about mask wearing
• 2020 Lyon County Purposed zoning facts sheet was put out yesterday about the county’s part of it.

Commissioner Briggs:
• Fair board
• Met with residents to discuss a road situation
• Attended zoom meeting with EOC about mask wearing
• Several conversations about mask issues

Commissioner Slater:
• Appreciates all the mask wearing conversations and feed back

Controller Williams:
• Meeting with IMA insurance
• Meetings with several people on COVID relief and CARES Act

Deputy Jackson:
• Nothing to report

Counselor Goodman:
• Will attend JDAC meeting on Tuesday

Dan Williams discussed Lyon County 2021’s budget and changes for the upcoming year. Third year in a row that the mill levy has dropped. Appropriations were left where requested.

Motion: To move to Non-Elected Personnel Executive session with Commissioners, Controller Williams, Counselor Goodman and Counselor Halleran and Janice Huffman to return at 9:05 a. m.

Public Comment: Viola Heskett spoke on behalf of KFCI and presented Commissioners and Counselor Goodman pocket handbooks of the Declaration of Independence. Melissa McAllister spoke on Law enforcement and the difficulties that the mask wearing new order from the Governor will place on the officers. She also spoke on the zoning facts sheet. Jarom Smith spoke on his thoughts about the mask wearing that the county will have to decide one. Lynn McAllister presented Commissioners with sheets on mask wearing and spoke on the emergency disaster and the research he did on the COVID-19 effects on Lyon County and the United States.

Renee Hively and Jennifer Milburn with Lyon County Public Health presented Commissioners with an update on Lyon County’s Public Health numbers for COVID-19 and precautions we can take to slow the spread.

Motion: To move to Legal Executive Session with Commissioners, Counselor Goodman, Counselor Halleran, Renee Hively and Jennifer Milburn to return on or at 10:45 a.m.
