Motion: To Approve Warrants Payable 6-5-2020 in the amount of $270,275.88. Briggs/Slater 3-0
Appointments: Commissioners discussed board appointments.
Motion: To Approve the Public Health Order of Declaration for Lyon County dated May 27, 2020. Briggs/Slater 3-0
Commissioners discussed the accessories for Sheriff’s Office vehicles. This is the lighting equipment for the 6 new vehicles for the Sheriff’s Office which was budgeted.
Motion: To Approve the purchase of vehicles accessories from Traffic Control Services, Inc. in the amount of $27,043.20 to be paid from Fund 017-00-9031.

Motion: To move to Legal Executive Session for Attorney/Client Privilege with Commissioners, Counselor Goodman and Counselor Halleran, to return at 8:30 a.m. Martin/Briggs 3-0
Meeting reconvened at 8:30 a.m.
Judge Merlin Wheeler and Ruth Wheeler presented Commissioners with a request to discuss plans for the reopening of District Court. Judge Wheeler explained the details of the mandates from the Supreme Court. It is a duty for us to keep all citizens safe. Judge Wheeler discussed three options for screening people entering the courthouse.
Bob Wright, Newman Regional Health and Richard Duncan, Newman Regional Health Board presented Commissioners with the 2021 budget request for the hospital.
Brian Rees and Janet Harrouff presented Commissioners with the 2021 budget request for the Lyon County Extension Office and gave an update on activities and programs.
Lori Siebert and Joanne Kuhlmann presented Commissioners with the 2021 budget request for the Lyon County Conservation District.
Public comment: Robert McClelland commented his appreciation of open dialogue. He also stated his opinion of the request by Judge Wheeler to screen people at the courthouse. Robert also questioned Renee Hively, Public Health Office on the reason behind contact tracing. He commended the Commissioners for their patience. Ron McCoy commented about the proposed zoning changes. His concern was the zoning changes and the complexity of the plan. Melissa McAlister thanked Commissioners for using facts on statistics in making decisions. Every life is valuable and constitutional rights need to be upheld. Bob Grover commented he is concerned about CoVid-19. The common good needs to be taken into consideration. Phil Mott commented on Judge Wheelers request to screening and when will it end. Phil commented on the zoning plan process and encourage the public to work with the board. Susan Fowler commented about the law library and the virtual service that has continued since District Court closed to the public. Opening the law library is a concern and cannot open until a screening process is in place. Susan contracted to be a contact tracer and offered her opinions. She also supported screening the public and employees entering the courthouse.
Wendy Weiss presented Commissioners with the 2021 budget request for the Register of Deeds Office.
Motion: To move to Legal Executive Session for Contractual Data with Commissioners, Counselor Halleran, Sam Seeley, Controller Williams and Counselor Goodman, to return at 10:40 a.m. Martin/Briggs 3-0

Commissioners discussed the Public Health Order. Counselor Halleran gave an overview of the draft which would amend and supersede the previous order.
Commissioners discussed the options. Counselor Goodman commented there is not state order and this order is by Lyon County. A state order if implemented would override the county order. The Health Office has the authority to deal with infected persons and does also have the authority to control mass gatherings. Law enforcement will support the Health Officer if necessary. Counselor Goodman said this is not an attempt to dismiss the organized public protest. Commissioner Slater commented this is the best alternative to protect. Commissioner Martin commented their job is to come to a reasonable conclusion to protect our citizens. There was very extensive research for data and statistics in making this decision. Commissioner Briggs commented that being involved with the Road to Recovery and all the health care representatives with their input helped in making the best decision for our county. Commissioner Martin said we have always been encouraging self-responsibility. Commissioners thanked everyone involved with their help.
Motion: To Approve the Public Health Order dated June 3, 2020 Reopening Lyon County to a Modified Phase 3 in Accordance with State of Kansas Ad Astra: A Plan to Reopen Kansas. Martin/Briggs 3-0
Commissioners recognized Odalys Perez for going through the process in obtaining her citizenship.

• Attended JEDAC meeting on zoom.
• Now that the courthouse is not restricted and open to the public, I would like to discuss live streaming of the meetings. Discussion followed and Commissioner Martin suggested people get listed on the agenda for more thorough discussion. Commissioner Slater agreed. Commissioner Martin stated the live streaming of the meetings will end with this session.
• Visited the History Center for their budget presentation and tour.
• Working on the budget estimates for the districts.
• I received the reimbursement check from the state for the personal protective equipment we purchased.
• Working on budgets.
• Fair Board meeting is Monday.
• Looking for reimbursement money from the CARE’s Act for the counties.
• I attended the JEDAC zoom meeting also.
