Commissioner Slater:
• No report.

Commissioner Martin:
• I signed a Disaster Declaration for Lyon County keeping us in Phase 2 until June 8th.
• A lot of zoning questions coming in.
• JEDAC meeting is next Tuesday.
• Attended the Newman Regional Health meeting

Commissioner Briggs:
• Receiving calls related to roads.
• Attended several zoom meetings about the road to recovery.
• Received emails that were very offensive and based on false information. Please remember everyone’s opinions.
• Attended the Newman Regional Health meeting

Clerk Vopat:
• Continuing with the election process.

Controller Williams:
• Attended the Newman Regional Health meeting.
• Attended the Ignite Emporia meeting.
• Sales tax numbers are ahead of projected budget.

Counselor Goodman:
• Attended the Newman Regional Health meeting.
• I attended a Kansas Association of Counties zoom meeting.
• I will participate in the JEDAC zoom meeting next Tuesday.

Jeff Cope presented Commissioners with the 2021 Lyon County Sheriff’s Office budget request.

County Clerk Tammy Vopat presented Commissioners with the 2021 Lyon County Budget request for the County Clerk and County Election Office.

Connie Cahoone presented Commissioners with the 2021 budget request for SOS. Connie gave an update on the status and progress of the SOS Center. Jen Horst updated Commissioners on Crisis Services.

Ryan Janzen, County Appraiser presented Commissioners with current valuations. Real Estate values increased 5.6 percent while Personal Property and Oil & Gas valuation declined.

Motion: To Amend the Agenda to allow for a Legal Executive Session for Data Collection with Commissioners, Counselor Goodman, Counselor Halleran and Controller Williams, to return at 9:30 a.m. Martin/Slater 3-0

Public comment: Jarom Smith asked if there will be an adjustment on budgets due to the economy. Jarom commented he would like to see a decrease in budgets. Angel Cushing commented she would like the comment time for the 3rd draft of the zoning plan be extended. Melissa McAlister commented she appreciated the Study Session. Melissa presented facts on the Covid-19 virus to assist Commissioners in making decisions based on facts. Robert McClelland comment on the two-week declaration. His opinion was each business should have the option to open or not. There should not be discrimination. Robert expressed his concern for liability of the county.

Amanda Cunningham and Ann Fritz presented Commissioners with the 2021 Crosswinds Counseling and Wellness budget request. Dr. Fritz commented on her work with children with special needs and recognized the work happening in the school system. Commissioners thanked Amanda and Dr. Fritz for their work.

Commissioner Slater left the meeting.
