The Board of Lyon County Commissioners met in Action Session at 9:00 a.m. in the Commission Chambers with the following people in attendance:

Motion: To Approve the Agenda as presented. Martin/Briggs 2-0

Motion: To Approve Warrants Payable 4-17-2020 in the amount of $194,702.88. Briggs/Martin 2-0
Motion: To Approve Payroll Payable 4-17-2020 in the amount of $270,130.22.
Motion: To Approve Payroll Withholdings Payable 4-17-2020 in the amount of $374,650.17. Martin/Briggs 2-0

• I did not attend a zoom meeting with the Lyon County Extension Board meeting.
• Ongoing work with the health director. Thank you for the work being done to keep us all safe.
• I reported a flood plain issue to the Road & Bridge Department.
• I attended a meeting with City and County Officials related to the COVID-19 pandemic.
• Received information from Casey Woods to assist Lyon County residents.
• I attended the meeting with City and County Officials also.
• Reported on different scenarios of impact on sales and property tax.
• Working on changes for the election process due to COVID-19.
• Last Friday I attended a zoom meeting for the RDA.
Ryan Janzen presented Commissioners with an update on personal property notices and certification deadlines; summer property inspections; request to attend conference. The State is willing to extend deadlines but Lyon County is on track and doesn’t need to ask for an extension. May 1st valuations will go out in the mail as scheduled. The State has a policy to allow digital review of properties. Physical inspection is required every 6 years. Ryan asked for direction to pursue scholarship money for the conference. Commissioners gave direction to Ryan to pursue the scholarship opportunity.

Public comment: Robert McClelland commented he had received several items of correspondence with questions from the public. Michael Halleran read into the minutes for public comment correspondence from Doug Peck emailed to the County Clerk, thanking Commissioners and staff for live streaming the commission meetings while he is abiding by the stay at home and social distancing order.
Motion: To move to Legal Executive Session with Commissioners, Janice Huffman, Counselor Halleran, Controller Williams and Counselor Goodman, to return at 10:15 a.m. Martin/Briggs 2-0
