Motion: To Approve cancelling Purchase Order #11828 dated 11-30-2018 to the Kansas Department of Transportation in the amount of $5,043.93 for KDOT Local Road Safety Plan. This liability was paid on a separate voucher.

• I recorded the minutes of the road viewing and the Joint City/County Luncheon meeting on Wednesday.
• Next week I will be in Wichita for the Sanborn Training Conference.

Controller Williams:
• Attended the City/County Luncheon meeting.
• Sales tax numbers are above previous numbers.
• I attended the road viewing on Road 190.

Chip Woods presented Commissioners with information on the Northeast Kansas County Highway Officials Conference in Jackson County on Thursday, March 26, 2020 and the crushed rock report.

Amy Welch presented Commissioners with requests to consider a spray unit; the 2019 Annual Noxious Weeds Report and the Weed Management Plan.

Motion: To Approve the purchase of a spray unit for the 2011 Ford F350 from Prairieland Partners, LLC in the amount of $13,150.00, to be paid from Fund 017-00-9045. Briggs/Martin 2-0
Note: This was not the low bid but a local bid within 3% threshold allowed.

Motion: To Approve Commissioners to sign the 2019 Annual Noxious Weed Report for the Kansas Department of Agriculture. Martin/Briggs 2-0

Motion: To Approve the 2021 Annual Weed Management Plan for the Kansas Department of Agriculture. Martin/Briggs 3-0

Public comment: no one present.

Public Hearing on Road 190: Commissioners discussed the petitioned road vacation. Commissioners noted there was no opposition voiced at the road viewing by the landowners present. Steve Turner stated he had nothing more to add further from yesterday’s discussion. Carlene Fuller commented this action will get the records cleaned up.

Motion: To Adopt Resolution 3-20 a Resolution vacating a portion of Road 190 in Lyon County, Kansas, Pursuant to K.S.A. 68-102. Martin/Briggs 2-0

Discussion: Commissioner Briggs commented on the number of roads on the books that are no longer roads. Commissioner Martin commented his appreciation of landowners working together to resolve the issues. Counselor Goodman noted the road is not a public utility due to non-use and practically impassable and the necessity for said road as a public utility does not justify the necessary expenditures to repair such road or to put the same in condition for public travel.

Julie Govert Walter presented Commissioners with the 2019 Fourth Quarter Report on the North Central Flint Hills Area Agency on Aging, Inc. She reported on Information/Referral/Assistance; Senior Health Insurance Counseling; Commodity Distribution; Visits to Lyon County Senior Centers, etc.

Motion: To move to Legal Executive Session for Confidential Data with Commissioners, Controller Williams, Counselor Halleran and Counselor Goodman, to return at 11:00 a.m. Martin/Briggs 2-0
